Dorsey, City Manager FROM: Nancy Beard, Director of Parks, Recreation& Community Services SUBJECT: Lighting Arbor Park SUMMARY OF REQUEST: That Council approve the use of Arbor Park for night lighting on the athletic fields. BACKGROUND OR DISCUSSION: Representatives from the City's local American Youth Soccer Organization(AYSO Region 157) met with the Parks and Recreation staff last year in order to request assistance in locating additional playing fields for soccer. Participation in AYSO had almost doubled during the preceding two years and the soccer staff was on the verge of turning away additional young people who wanted to participate. Arbor Park was identified as a potential site for playing soccer. The 13-acre park was largely underutilized. AYSO has recently been working with the Parks Division in order to rehabilitate the turf as well as to purchase new irrigation heads. Arbor Park now has three soccer fields and the park has become"home field" to 1,500 local kids. During the spring and summer months, AYSO has been diligently working with Southern California Edison and the AFRC Security Officer in an effort to install lighting standards at the Arbor Park fields. Edison has agreed to bring electricity to the park and to donate light poles. In addition, after reviewing the plan for Arbor Park as well as flight path information, the AFRC not only agreed to the lighting plan, but welcomed it. The AFRC viewed the new lighting as a positive addition to the park in case of an emergency. AYSO is requesting the city's permission to proceed with a lighting plan to improve Arbor Park and to utilize some city services that the city is able to provide. FISCAL IMPACT: No significant impact to the budget. Fees for the use of the electricity will be passed onto user groups. The city currently charges a fee for use of athletic night-lights to private users.
