A RESOLUTION OF THE CIlY COUNCIL OF THE CITY OF
SEAL BEACH APPROVING CONDITIONAL USE PERMIT #
18-91, A REQUEST TO AMEND THE ORIGINAL
CONDITIONS OF APPROVAL OF CONDITIONAL USE
PERMIT # 8.85 (ROSSMOOR BUSINESS CENTER, 12121
SEAL BEACH BOULEVARD)
THE CITY OF SEAL BEACH DOES HEREBY RESOLVE, DETERMINE AND FIND:
Section 1.
Rossmoor Business Center (hereinafter "applicant") filed an application Cor
Conditional Use Permit # 18.91. The applicant is proposing to amend the
original Conditions of Approval of CUP # 8-85. Specifically, the applicant
requested approval to Install a new Rossmoor Business Center/City of Seal
Beach Identification sign at the Seal Beach Boulevard/Rossmoor Center Way
entrance Into the Center. The proposed sign, a monument sign, will have a
total area of 72 sq:Jare feet, with 33.75 square feet of sign area.
Section 2.
The subject prope.' y is located on the westerly side of Seal Beach Boulevard
between Rossmoltr Center Way and St. Cloud Drive. The surrounding land
uses and zoning are as follows:
NORTH, WEST and SOUTH:
Single Camlly residences and multi-family residences located within Rossmoor,
an unincorporated portion of Orange County.
EAST:
A mixture of open space utilized for the most part as a golf course In the
Recreational Golf zone (R-G), retail/commercial uses In the General
Commercial zone (C-2), and residential uses In the City of Los A1amltos.
Section 3. The subject property Is described as Parcels 1 through 11 oC Section 31,
Township 4 south, Range 11 west In Rancho Los Alamltos, County of Orange,
State of California as per map filed with the Recorder of Orange County.
Section 4. The Planning Commission approved a planned sign program for the
Rossmoor Business Center through the approval of CUP # 8-85. The
applicants subsequently appealed Conditions of Approval 1 and 2 to the City
Council and the Council overturned both Conditions through the adoption of
Resolution No. 3529.
Section 5. Resolution 3529 allowed Rossmoor Shopping Center to add a double.slded 75
square foot readerboanl to the bottom of the existing Center Identification
sign. The readerooard has not been constructed but has received City
Council approval.
Section 6. In June 1990 the Planning Commission approved CUP #7.90, an amendment
to the planned sign program for Rossmoor Center. CUP #7.90 approved a
new Center Identification sign/theater marquee sign which Integrated the
Center identification sign Into the support structure for the marquee.

Sec:t1on 7. The Planning Commission held a duly noticed public hearing on September
18, 1991. After considering all the evidence presented, the Commission
adopted Resolution No. 1648 approving the application for Conditional Use
Pennit # 18-91, subject to certain conditions.
Section 8. An appeal of Condition of Approval No.3 of the Planning Commission was
duly filed with the City. The City Council held a duly noticed public hearing
on November 12, 1991.
Section 9. At the November 12, 1991 public hearing, the City Council received into I
evidence, inter alia. the Report of the Planning Commission, including the
Staff Report dated September 18, 1991; Planning Commission Resolution No.
1648; the Minutes of the Planning Commission meeting of September 18,
1991; the appeai med by the appellant, Edna Wilson; and the original
conditional use pennit application. In addition, the City Council considered
all oral evidence presented at the time of the public hearing. At the
conclusion of the public hearing, the City Council voted to sustain the appeal,
deleting Condition No. 3 of the Planning Commission recommendation.
Sec:t1on 10. Based upon the evidence presented, the City Council hereby finds:
A. The proposed signage Is consistent with the intent of the General Plan
as the General Plan designates the subject property for General
Commercial purposes.
B. The proposed signage is consistent with the zoning requirements of
the City as the subject property Is zoned General Commercial (Co2).
C.
The proposed signage is consistent with Planned Sign Program
previously approved in accordance with Conditional Use Pennit # 8-
85, and as modified in accordance with Conditional Use Pennit # 7-
90.

D. The proposed monument sign will be in hannony with and visually
related to the existing signs on the subject property approved through
the previous Conditional Use Pennit approvals, the structures located
on the subject property, and surrounding land uses.
E. The proposed monument sign will not obscure any existing confonning
signs.
F. The proposed monument sign, four (4) feet high and eighteen (18) feet
in iength, comprising a totai area of seventy-two (72) square feet, with
an actual sign face of 33.75 square feet, will not resuit in a substantial
or excessive deviation from the sign regulations of the Code of the Cltv
of Seal Beach.
Section 7. Based on the foregoing, the City hereby approves the requested Conditional
Use Permit, subject to compliance with the following conditions:

Conditional Use Pennlt #18-91 is approved to amend the original
Conditions of Approvai of Conditional Use Pennit #5-85, am amended
through the City Council's approval of Appeal #5-85, and as
subsequently amended In accordance with Conditional Use Pennit #7-
90. Specifically, CUP #18-91 Is granted for a new Rossmoor Business
Center/City of Seal Beach identification sign at the Seal Beach

Boulevard/Rossmoor Center Way entrance Into the Center. The
proposed sign, a monument sign, will have an overall area of 72

square feet (33.7S square feet of sign area), be 4 feet high, and be
located at 12121 Seal Beach Boulevard (Rossmoor Business Center).
2. ConstroctloJ: documents and the location of the proposed sign shall
be In substantial conformity with the plans approved through
Conditional Use Permit #18-91.
