Subject: AWARD BID FOR THE CONSTRUCTION OF SEAL
BEACH BOULEVARD TRAFFIC SIGNAL
COORDINATION, PROJECT NO. 751
• SUMMARY OF REQUEST:
The proposed action will award the construction contract for the construction of traffic signal
controller upgrades for signals on Seal Beach Boulevard to the lowest responsible bidder,
Inspection Engineering Construction, in the amount of $119,362 and authorize the City
Manager to execute same.
DISCUSSION:
This proposed project would be the first step to upgrade and coordinate traffic signals on
Seal Beach Boulevard from Pacific Coast Highway. This project will replace seven
outdated signal controller systems to industry standards. The second step would permit
linkage to the State traffic signals at PCH and I-405 through a future project using fiber
optic lines in a local network that will enable centralized control, coordination, and
networking via a state of the art computer program. This project is fully funded under the
competitive Measure M Signal Improvement program. Monies from this program can only
be used for these purposes and can be forfeited if the project is not completed in this fiscal
year.
City staff completed the plans and specifications for this project. Bids were rejected in
September and Staff reconfigured the project to meet available funding levels. Four bids
were received and opened by the City Clerk on November 11, 1999 as listed below:

The low bidder, Inspection Engineering Construction, is properly licensed to do the work
and has appropriate work experience as well as being the lowest responsible bidder for the
project.
FISCAL IMPACT:
Measure M funds in the amount of$137,000 are currently available within the City's
capital improvement program budget to construct these improvements.
RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Award the construction contract for the Seal Beach Signal System Upgrade, Project 751
to, Inspection Engineering Construction in the amount of$119,357. Authorize the City
Manager to execute the contract for same.
