SUBJECT: LIFEGUARD TRAINING COLLEGE PARTNERSHIP
SUMMARY OF REQUEST
That council approve an Inter-Agency Services Agreement between the City of Seal
Beach/Lifeguard Department and the Rancho Santiago Community College District
(RSCCD)to reimburse training costs.
DISCUSSION
Entry-Level Seal Beach Lifeguards receive 105 hours of initial training before
deployment. In addition, Recurrent Seasonal and Recurrent Year-Round Lifeguards must
attend a minimum of 40 hours of training each year to maintain minimum standards with
the United States Lifesaving Association. Until now, the City of Seal Beach has incurred
all training costs.
Public safety agencies throughout California have utilized the local Community Colleges
to augment the training needs of their respective departments. Most notably are the Fire
Departments. The Community Colleges are reimbursed through the State of California
for providing education and training for fire personnel that serve their communities
through public safety. Fire Departments conduct entry-level, intermediate, and advanced
level training through various Community Colleges that serve a specific county area.
The following contract allows for the City of Seal Beach/Lifeguard Department to be
reimbursed for training of Entry-Level, Recurrent Seasonal, and Recurrent Year-Round
Lifeguards. In addition, Lifeguards will now be obligated to meet the requirements of the
Rancho Santiago Community College District (RSCCD)to perform as course instructors.
As students of the RSCCD, lifeguard trainees will also receive college credit.
Currently, an Entry-Level Lifeguard Training Curriculum is in place. The course
curriculum has been revised to allow all Orange County Lifeguard Departments use for
their training programs. The Orange County Lifeguard Departments are identifying
additional training classes that will eventually become part of a regional educational
curriculum for lifeguards. The outlook is for the development of an intermediate and
advanced lifeguard training curriculum. The long-term goal is to develop a new
discipline at Santa Ana College (member of the RSCCD)that could become a credential
program.

FISCAL IMPACT
Fiscal impact to the City will be positive.
The RSCCD agrees to pay the City of Seal Beach at a rate of$2.50 per student contact
hour not to exceed 100,000 hours.
Example: With an average training class size of 16 students and a 105 hour training
program, the Lifeguard Department can expect to receive approximately$4,200 from the
RSCCD for Entry-Level Lifeguard Training.*
16 Trainees x 105 hours of training= 1,680 student contact hours
1,680 student contact hours x $2.50 per student contact hour = $4,200 reimbursed
*These figures are for Entry-Level Lifeguard training only, Recurrent Seasonal and
Recurrent Year-Round Training is not included, but will be reimbursable upon
curriculum approval.
Student fees, Instructor fees, instructor overtime costs, and training materials are
costs mitigated by the college reimbursement.
RECOMMENDATION
Upon approval of consent calendar, approve and authorize Inter-Agency Services
Agreement between the City of Seal Beach/Lifeguard Department and the Rancho
Santiago Community College District.
