AGREEMENT BETWEEN CITIES OF LONG BEACH AND SEAL BEACH SUMMARY OF REQUEST Request Council approval to renew a one-year service agreement with City of Long Beach for parking meter maintenance, repair, coin collection and software tracking. BACKGROUND Earlier this year City Council approved an agreement with City of Long Beach for servicing of seventy-six (76) electronic parking meters in the Main Street municipal parking lots. During the past ten months, City of Long Beach technicians complied with all requirements of the agreement and, in fact, exceeded the stipulated standards of performance. Representatives from both cities recently agreed to a one-year renewal of the parking meter service agreement (February 1, 2000 to January 31, 2001). Long Beach will provide the following parking meter services: * Coin collection twice per week between March 1 and October 31; once per week between November 1 and February 28. * Visually inspect each meter on a daily basis (Monday through Friday) for "jam-ups," broken parts, graffiti, etc. * Perform periodic audit services with hand-held data terminal on each meter. * Perform repair services when necessary. The following services are excluded from the service agreement: * If Seal Beach requests services in addition to those already identified, Seal Beach shall pay for the parts and labor related to those services, i.e., the actual cost of the parts plus twenty percent (20%) and labor at the rate of$49.00 per hour. * Seal Beach will provide parking meter batteries. * Emergency repairs and repairs due to vandalism are not considered routine maintenance. Agenda Item: V • FISCAL IMPACT City of Long Beach will provide maintenance and collection services for $12,000 during the one-year term of this agreement. This appropriation is reflected in the budget as a net value from estimated parking revenues. This $12,000 proposal represents a twenty percent (20%) increase over last year's cost of $10,000. A twenty percent "jump" in service costs would normally be viewed as a significant increase. However, it would appear that Long Beach "underbid" its initial proposal last year because it was based on "modeling" projections and not on factual data collected over a several-month period. Accordingly, the bid proposal of $12,000 more accurately reflects Long Beach's actual costs (and profit margin) during the past year. Only a few agencies are certified to service Duncan electronic parking meters. The City of Long Beach continues to offer this highly specialized function in a cost-efficient manner. RECOMMENDATION City Council approve renewal of the one-year, parking meter service contract and direct staff to execute the agreement between the cities of Long Beach and Seal Beach. NOTED AND APPRO '►s / • Keith Till City Manager • 2 PROPOSAL FOR PARKING METER MAINTENANCE, REPAIR AN COLLECTION FOR THE CITY OF SEAL BEACH, CA First Renewal The City of Long Beach proposes to continue to provide maintenance, repair and collection services for seventy-six (76) Duncan electronic parking meters that are located in two Main Street lots in the City of Seal Beach. The City of Long Beach has provided maintenance, repair and collection services for the City of Seal Beach since February 1, 1999. Maintenance service is defined as visually checking every parking meter once daily between 7:00 a.m. and 3:00 p.m. (on regular work days) for jams-ups, broken parts, graffiti, etc Repairs will be made immediately. If a parking meter cannot be repaired in the field, a replacement meter will be installed. (The City of Seal Beach will supply the replacement meters.) • Repair services is defined as cleaning, painting, performing major repairs (over two days to repair) or returning meters to the factory. A replacement meter will be installed. (The City of Seal Beach will supply the replacement meters.) Collection service is defined as collecting coins from all meters twice weekly during the summer months (approximately March through October), and one time per week during the winter months (November through February). Collected coins will be in a secured collection cart provided by the City of Seal Beach. After the collection route is completed, the collection cart will be delivered to the Finance Department located in the Seal Beach City Hall. Proposed Cost: $12,000 Emergency call-outs requiring a parking meter technician outside normal business hours on City of Long Beach-observed holidays, and on weekends will be charged at the rate of $49 per hour, with a two-hour minimum, in addition to the proposed cost noted above. Changes to Service The City of Seal Beach and/or the City of Long Beach may request amendments or changes to the service contract during the term of the agreement. Said amendments or changes to the service agreement will be effected contingent upon the mutual agreement of both the City of Seal Beach and the City of Long Beach. 11/03/99
