Sellers, Chief of Police Subject: ALLOCATION OF STATE COPS FUNDS - 1999/00 (SUPPLEMENTAL LAW ENFORCEMENT GRANT) SUMMARY OF REQUEST It is requested that a Public Hearing be held to consider the acceptance and allocation of funds provided under State Assembly Bill AB 3229, Chapter 134, and to approve proposed purchases to be made from this funding. BACKGROUND In 1996, State Assembly Bill AB 3229, Chapter 134,established the Citizens' Options for Public Safety program to provide funds to eligible local jurisdictions, as defined, for public safety purposes. On September 15, 1999,the County of Orange Auditor-Controller, David E. Sundstrom, made notification to the City of Seal Beach that the 1999/00 State Budget appropriated $100-million and that the City's share of these funds is $60,400, which has been allocated based on population in accordance with Government Code 30061(b)(3). As in the original report to Council (9/30/96), these funds remain defined as only to be spent for`front line municipal police services, in accordance with written requests submitted by the Chief of Police of that city or the Chief Administrator of the law enforcement agency that provides police services to that city. These written requests shall be acted upon by the City Council". (Government Code Section 30061[c][2]. It is recommended that the funds be targeted towards the purchase of the following: • 800 MHz Police Radios • Continued replacement inventory of aging service weapons • Overtime for Community Policing efforts, including bicycle patrol, community crime prevention and education • In-car digital video recording technology • Investigative software Agenda Item AA Honorable Mayor and Members of the City Council Staff Report-Allocation of State COPS funds 99/00 November 9, 1999 Page 2. These items will help us to provide some of the basic equipment and programs we need to have in place and help us to achieve three goals: 1. Transition from old 460 MHz police radios to modern 800 MHz radio technology. 2. Improve upon our current level of safety equipment supplied to front line operations. 3. Improve the quality of community patrol levels and investigative process. FISCAL IMPACT The legislature requires counties and cities to have established a separate Supplemental Law Enforcement Services Fund (SLESF) and a Supplemental Law Enforcement Oversight Committee (SLEOC). The SLESF was established at the time of the first grant in the 1996/97 fiscal year. The SLEOC for the County of Orange is comprised of the following persons: Chief Charles Brobeck- City of Irvine Assistant Sheriff Doug Storm District Attorney Tony Rackauckas Janice Mittermeir, County Executive Officer Allan Roeder, City Manager, City of Costa Mesa The allocation of funds to the City of Seal Beach is $60,400. RECOMMENDATION It is recommended that a public hearing be held and that Council approval be given to the acceptance of the 1999/00 Supplemental Law Enforcement (State COPS) funding of$60,400, that the established SLESF be authorized to accept such funds, and that approval be given to the Chief of Police to make purchases under this funding for the fiscal year 1999/00.
