HomeMy WebLinkAboutItem E MEMORANDUM November 8, 1999 TO: Honorable Mayor and City Council FROM: City Clerk RE: Sample Ballot Pamphlets - Primary Municipal Election - March 7th, 2000 With regard to the Sample Ballot Pamphlets for the Primary and Special Municipal Elections to be held on March 7th, 2000, consolidated with the Statewide Primary Election, there has been further discussion with the Registrar of Voters relating to the costs that would be incurred by the District Two, District Four, and City Clerk candidates for their Candidate Statements, as well as costs to the City for the Referendum Ordinance, City Attorney Impartial Analysis, Arguments, and Rebuttal Arguments. As an example, if the above are printed in the County Sample Ballot there is a requirement that the County translate and print in foreign languages thus increasing the costs considerably. With the adoption of Resolution Number 4762 on October 25th that set forth regulations for Candidate Statements, the estimate of cost for the printing and handling of a Candidate Statement was in the area of $150.00, this is for English only with a Spanish translation available upon request of a voter, if the County translates and prints the same Statement the cost to a District Two and Four candidate would be at least $550. 00 and more than $650. 00 for a City Clerk candidate. The local regulations do however provide the option to a candidate to request their Statement to be printed in Spanish in addition to English and in that case the individual candidate would pay the additional cost. An alternative also could be that the candidate pay the cost of English printing and the City pick up the cost of the foreign language translation and printing. It is hereby requested that the City Council authorize the printing and handling of the City of Seal Beach Sample Ballot Pamphlets for the Primary and Special Municipal Elections to be held on March 7th, 2000 by Martin & Chapman Company, the City's regular election supplier, as has been done for many years, rather than be included in the County S ale Ballot. 412 . ne Yeo, Cj. y Clerk ty of Seal Beach Agenda Item E
