CONSTRUCTION OF SEAL BEACH BOULEVARD
TRAFFIC SIGNAL COORDINATION, PROJ. NO. 751
GENERAL DESCRIPTION
The proposed City Council action will reject all bids, approve the revised plans,
specifications, andestimates, and authorize Staff to re-initiate the bidding process so that a
contract may be awarded for the construction of the Seal Beach Boulevard Traffic Signal
Coordination, Project#751.
DISCUSSION:
This project is the first of two projects that will upgrade and coordinate traffic signals on
Seal Beach Boulevard from Pacific Coast Highway. The first phase project will replace
existing traffic signal controllers and cabinets to industry standards and permit linkage to
the State traffic signals at PCH and I-405 and Countywide networks. The second project
will tie all of the signals together in a local network that will enable centralized control,
coordination, and networking via state of the art computer programming. The second
phase project is scheduled for FY 2000/01. Both phases will be funded under the Measure
M Signal Improvement Program(SIP).
On July 26, 1999, City Council approved plans, specifications, and estimates for this
project. On September 8, 1999, thefollowing bids were received and opened by the City
Clerk:

Since available funding for this phase is $130,000, it will be necessary to reject all bids,
reconfigure the scope of the project, and re-bid the project. Additional signals on
Lampson Avenue and Westminster Avenue were originally included in this project. The
revised bid format will enable staff to reduce the number of intersections that will be
upgraded to meet available funding. Priority will be given to those signals on Seal Beach
Boulevard, the original scope of the project. Those intersections that are not funded in
phase I will be included in the phase II project.
The revised plans and specifications were completed by City staff and W.G. Zimmerman
Engineering. Upon the successful bidding process and award of a contract, the project
should be completed in October.
FISCAL IMPACT:
Measure M funds in the total amount of$137,000 are currently available within the City's
Capital Improvement program budget to construct these improvements.

RECOMMENDATION:
Staff recommends that the City Council reject all bids, approve the revised plans and
specifications, authorize staff to initiate the public contract bidding process.
