A RESOLUTION or THE CITY COUNCIL or THE CITY or SEAL BEACH AUTHORIZING PARTICIPATION IN SUBHISSION or GRANT RBQUBST rOR PROJBCT DESIGNATED AS CAREER CRIMINAL APPREHENSION PROGRAM WHEREAS, the state Office of Criminal Justice Planning makes funding available for local law enforcement program development under the qrant Career Criminal Apprehension Program; and WHEREAS, the 'City of Seal Beach Police Department has an opportunity to join with six other Police Departments in the submission of a grant request entitled ProACT; and WHEREAS, the City Council of the City of Seal Beach has an interest in the development of a Regional Crime Analysis Unit project within the Career criminal Apprehension Program, administered by the State Office of Criminal Justice Planning. NOW, THERE,ORE, BE IT RESOLVED by the City council of the City of Seal Beach that William D. Stearns, Chief of police is authorized on its behalf to submit the attached proposal to OCJP and Jerry L. Bankston, City Manager is authorized to execute on its behalf the attached Grant Award Memorandum of Understanding. BE IT FURTHER RESOLVED that the city council agrees that grant funds received through the ProACT grant shall not be used to supplant expenditures within the City Council's control and authority. Resolution Number L//tJ7 ORANGE COAST REGIONAL CAREER CRIMINAL APPREHENSION PROGRAM MEMORANDUM OF UNDERSTANDING PURPOSE The purpose of this document is to formalize and certify, in written form, that the City of Seal Beach will participate in and support I a state grant-funded initiative entitled the "Orange Coast Regional Career Criminal Apprehension Program" (CCAF). That prog~am will facilitate an inter-agency effort to identify and apprehend chronic offenders whose prolific criminal behavior engenders widespread victim- ization throughout our community. TERM The term of this agreement is July l, 1992 through June 30, 1993. Subsequent agreements are anticipated for each successive program year. It is acknowledged that this agreement does not bind any party to participating beyond the term of this agreement. However, it is emphasized that the CCAP program should be considered a long term investment in the improvement of regional law enforcement. If future evaluations of the program confirm its merit, its continuation in subsequent grant terms (as well after the expiration of grant funding) should be supported. PLANNING The parties to this agreement will participate in the development of a "Long Range Plan", the purpose of which will be to define the nature and extent of CCAP services and products, and to assure that such services and products are timely, pertinent, and useful in im- proving the efficiency and economy of all the law enforcement agencies I involved in the project. OPERATION The City of Huntington Beach will take responsibility for submitting the grant proposal to the Office of Criminal Justice Planning. The City of Huntington Beach will also facilitate the development of the program's advisory committees and act as "host" for the purpose of grant development and documentation. The Cities of Seal Beach, Westminster, Fountain Valley, Huntington Beach, Costa Mesa, Newport Beach and Irvine will facilitate the program by provi4ing pertinent law enforcement data to the program for analysis, and by incorporating the program's product in the planning and execution of Police Department operations. All participating cities will support the development and staffing of a centrally located Crime Analysis Unit. EVALUATION The CCAP program will be subject to on-going monitoring and review by the Executive Advisory Committee made up of the participating cities' chief of police. A recommendation regarding the continuation of the program at the end of each grant funding phase will be subject to an independent evaluation prior to the completion of the final I eighteen months of state funding. T~e selection of the evaluator, as well as the evaluation methodology to be employed, will be subject to the approval of the Executive Advisory Committee. I I I Resolution Number ~~ TERMINATION It is emphasized that the CCAP program will require a binding contract between the State and the City of Huntington Beach (which will receive the grant funds and act as the program's "host"). The term of that contract corresponds to the term of this agreement. Withdrawal from the agreement durin~ the "grant year" is, therefore, discouraged. FINANCING The majority of CCAP funding will be provided by the State for the first forty-two months of operation. A local government funding "match" is, however, required during each grant phase. A share of this match will be provided by each jurisdiction on the basis of its population ratio to the total population of ~he service area.
