McGaugh Community Pool - development of plans and
specifications for renovation
GENERAL DESCRIPTION
The proposed action will execute a professional services agreement in the amount
of $13,750 to retain Jones & Madhavan for the purposes of developing the plans
and specifications for renovating the McGaugh Community Pool.
DISCUSSION:
The Save Our Pool committee spent the last two years fundraising for the
upcoming renovation project at the city's only community pool. Together with
the city's contribution, the goal for the renovations is complete. This professional
services agreement will allow for the design and development of the bid
package. The scope of work will entail: Pool plan, sections and details for
replacement of pool finishes, signage and equipment, as well as the electrical
plan and details for the replacement of the chemical system.
Both Doug Jones and Nachi Madhavan have been in business for over 15 years and
have performed work for numerous public agencies including: Long Beach,
Riverside, Cerritos, Santa Ana and the Long Beach School District. They are well
qualified to perform this work.
FISCAL IMPACT:
Funds in the amount of$13,750 are available within the 99-00 budget in account
number 046-20258.

RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council
authorize the City Manager to execute a professional services agreement with
Jones &Madhavan for design,construction specifications and administrative
services associated with subject project-not to exceed $13,750 in cost.

Firm Background
Jones & Madhavan is a multi-disciplined design firm with capabilities in
Architecture and Engineering. Since its formation in 1990, J&M has
demonstrated extensive experience in the design of commercial aquatic
facilities for private and public entities (municipalities, school districts
and universities). This experience includes projects ranging in size
from small renovations to large multiple component complexes. Some

Mr. Jones is a Principal and founding member of Jones & Madhavan.
He brings over 15 years of engineering experience to the firm, with the
last 14 years devoted to the design of aquatic facilities. During these
years, Mr. Jones gained a wealth of knowledge on different types of
filtration, disinfection, circulation and heating systems that are
available for aquatic facilities. He has researched the various systems
and determined the positive and negative aspects of each with respect
to performance, maintenance and system life. Because of this
background, he is able to effectively design the most efficient systems
for each client based on their budget and maintenance requirements.

As a Principal and founding member of Jones& Madhavan, Mr.
Madhavan contributes more than 16 years of architectural experience
to every project. Mr. Madhavan's experience in aquatic facilities dates
back to 1986 and includes design and management of projects with
construction costs in excess of$5,000,000. His qualifications include:

In addition to his design and management skills, Mr. Madhavan has
considerable experience in facility programming and has developed
architectural programs for aquatic facilities throughout the country. In

Subject: Seal Beach Aquatic Facility
Dear Nancy:
It was a pleasure meeting with you last week to discuss Jones & Madhavan's
possible role as Architect/Engineer for renovation of your existing aquatic
facility. As you requested, the following is our fee proposal for design and
construction administration services associated with this pool. Our fee will be
$13,000 and include the following:
1. Construction drawings for replacement of pool plaster and tile,
addition of a pool deck topping and repair of underwater lights.
Drawings will include:
' a. Pool plan, sections and details; for replacement of pool ='
finishes, signage and equipment.
b. Electrical plan and details for replacement of underwater
lights.
c. All drawings will be created on AutoCad Release 14.
2. Construction specifications based on CSI format. Specification
sections will include: •
a. Pool finishes.
b. Pool electrical.
c. Pool start-up procedures. •• 4
3. Construction cost estimate.
4. Coordinate with City as necessary.
5. Obtain Health Department plan approvals.
6. Review Contractor's submittals and respond to questions and ,
clarification requests. - s:

7. Attend 4 construction site visits to verify Contractor's work is in
conformance with the approved Construction Documents.

8. Cost of review fees by regulating agencies and bid document
reproduction is not included in our base fee and will be billed as
reimbursable costs.
As I stated in our meeting, J&M is very interested in working with the City of
Seal Beach to renovate this facility. I am confident that our firm has the
professional expertise that you need to modernize your facility and make it
more usable and attractive.
If this proposal is acceptable, please send us an agreement so that we can
begin work. Thank you again for considering Jones & Madhavan.
