HomeMy WebLinkAboutItem C pE SEA('e.�� AGENDA ITEM TRANSMITTAL FeNR 21 4Q Date: June 6, 1999 To: Mayor and Members of the City Council From: Shawn Boyd, Council Member Subject: State Reimbursement for Animal Care and Control Services Costs Related to the Implementation of Senate Bill 1785 In December 1998, Senate Bill 1785 was signed in to law by then-Governor Pete Wilson. SB 1785 make numerous changes to existing law regarding the responsibilities of animal shelters,animal control services and public agencies who operate them,and the required care of those impounded animals. The changes relate to the length of stay,veterinary services,reasonable treatment and record keeping. These changes may have resulted in an increase in costs related to the operation of the City's Animal Control program and the Seal Beach Animal Care Center and therefor should be eligible for reimbursement under Senate Bill 90. Under the terms of Senate Bill 90, if the California Legislature mandates new or increased levels of service provided by municipalities,then the state must pay for those related costs. Although it is difficult to accurately estimate the increased costs associated with the implementation of SB 1785, other cities of similar population in Orange and Los Angeles County have estimated increases of approximately$8,000 to $10,000 annually. It is my recommendation a letter be drafted and forward to our Assembly and Senate Members requesting assistance in securing reimbursement related to SB 1785 costs. PC: City Manager AGENDA ITEM C
