I am very encouraged by the City Councils active efforts at reducing cost while increasing reserves. However, many of the proposed cuts will drastically effect service levels and not provide significant long term cost savings. After reviewing the proposed budget 1 was discouraged by the continued waste of tax payers dollars on Capital Improvement Projects(CIP)that will provide little in return, for example: $6,000 on Bolsa Avenue parkway landscaping; $10,000 on PCH median renovation; $20,000 on 5th Street traffic calming; $50,000 on Marina Drive greenbelt; and the estimated $60,000 to$100,000 for the already approved traffic rotary at 4th/Central. Most of these items appear to be"beautification"efforts, that drain the budget of dollars that could be used for more urgent CIP items. Further, I am amazed that no dollars have been budgeted in anticipation of the year 2000. Many experts claim that Y2K will cause significant disruptions in our daily lives, while others feel the situation is under control. I think it would be prudent for the city to prepare for the worst. The city should establish a Y2K preparation committee, budget for& purchase necessary supplies, and anticipate over-time cost. It is not very often that we receive warning of a potential disaster; do not let the City of Seal Beach be under prepared if the Y2K bug results in a disaster. Finally, don't forget the hard working men and women of the Cities work force. Sincerely, 6.4 Chet Corbin 3599 Green Avenue Los Alamitos CA 90720 (562)430-2564 '
