Thank you.   Questions for October 28, 2019 City Council meeting Sustarsic Warrants: Check # 12902 1-800-Bollard, Inc $1,731.94 Where will these bollards be placed? These were placed near Caltrans/Flood Control property in CPW on College Park Drive. This is the open space near freeway and flood control to prevent traffic from entering/parking. Check # 12918 Commercial Door of Orange Coun $2,379.29 Where is this emergency exit door located? This is for the Mary Wilson Library door between the rear of library and Blue Cottage. Check # 12923 Services August 2019 $1,880.00 Who is Jon Kinley? He is the City’s contract environmental compliance inspector for the Fats, Oil & Grease (FOG) program. Check # 12960 Streetlight Restoration Specia $13,063.44 What part of the Main Street Streetlight renovation process does this cover? Main Street decorative streetlights from PCH to Ocean, including the Ocean @ Main traffic signal poles. Check # 13036 Sakaida Nursery Inc $991.30 Where was this Ficus tree planted? This was installed for screening along the PD fence line. Item F. Tennis Center Roof Repair Project: Was the roof of the “Activity Room” (former gym) already re-done a couple of years ago? There was a small localized repair over the locker room about 6 years ago over the skylights. The “old gym” by the easterly side of the tennis courts is not being re-roofed. Item G. Pier Base Evaluations: Will work identified in addition to rehab of the pier base be listed as separate tasks, making it easier for us to see potential for phasing work and grant opportunities? Yes, identified work items will be itemized and group accordingly. Item H. Arterial Street Resurfacing Program Project: Resurfacing of Bolsa Avenue will be completed all the way from PCH to Balboa? The Bolsa Avenue pavement limit was established north of PCH to join with Caltrans’ PCH pavement resurfacing project pavement limits (their work includes paving a small portion of Bolsa Avenue adjacent to PCH intersection). The PCH Project is scheduled to start in the near future. Item J. Citywide Street Sweeping Services: Is the increased cost of this contract really a 38% increase from the previous contract? Yes Is a budget amendment necessary or could the increased amount be offset by the Waste Management Act Fund? The City’s current street sweeper is able to divert a portion of the waste they collect away from the landfill (also known as green waste) and thus 25% of the existing contract amount is charged to Fund 005. Fund 005 otherwise known as the Waste Management Act Fund is a fund that is established as part of the franchise agreement with Republic Services to divert waste from the landfill. City staff will discuss the actual diversion rate with the proposed contractor and if it is discovered that there is an opportunity we will adjust the allocation of costs. In Exhibit A, Section E. Scope of Work (p.173) under 2.b. Residential Hours and Days: It states that street sweeping occurs the day after trash pickup. In CPE, this is only true for a small section of the tract; most of CPE has trash pickup on either Wednesday or Thursday, a day or two after streets are swept on Tuesday. Staff will work with CleanStreet to determine how best to synchronize the street sweeping schedule in CPE with trash pick up days. On page 180, a map of Old Town Street Sweeping identifies an area/areas swept 6 times per month. Where is this? The map was referring to PCH and should read 4 times a month.
