Below are Councilmember Sustarsic's questions and staff's response to copier/related questions:
Item C. Copier Lease and Maintenance:
Would it be cheaper to buy these copiers outright? Are there disadvantages to that? It would be cheaper
to pay the full amount up front but that amount varies by the types of machines you purchase, with whom, as
well as the maintenance agreements that you acquire. Most cities lease their equipment for a number of
different reasons including being able to utilize the highest quality devices with the best maintenance service,
but without the high cost of purchasing high quality devices and excellent service agreements outright. Cheaper
equipment is not always the most durable equipment and it is possible to find yourself purchasing new devices
earlier than expected. There's also the functionality to consider - - that is, all devices are not an apples to apples
comparison because different vendors have, not only varying degrees of performance, but also varying degrees
of functionality and may not necessarily be the best fit for the city's IT ecosystem. Cities must also consider the
time it will take to train all users on different devices and whether purchasing cheaper, lower quality devices
will be disruptive to productivity. Taking all of these aspects into consideration, staff recommends the lease to
own option.
Why go through DeLage for services from C3? DeLage is the finance company that is being utilized for
this purchase.
Do we own the copiers at end of lease? Yes we own the copiers at the end of the lease.

Questions for 11/12/19 City Council Meeting

Where will these plants and trees be planted?
Trees planted by the Seal Beach Boulevard @ North Gate monument sign (Council discretionary
project).
Check # 13140 Property Care Services $8,675.00
What is covered by PCS? Monthly pressure washing of the sidewalks on Main Street.
Check # 13176 Water Pigeon Inc. $1,500.00
What is the Water Pigeon Pilot Program?
Pilot project for advance water metering.
Item D. Lifeguard Headquarters, Public Safety Building and Lifeguard Garage:
Are we looking at both repair and replacement options? Will there be a cost estimate?
Is this contract for needs assessment only? Program management?
This effort will first evaluate what is needed to accommodate the current/future Lifeguard/Marine Safety
operations, and then determine the approach necessary to meet those needs. A cost estimate and conceptual
space planning design will be provided as a deliverable.
Item G. Why are these 2 projects being combined?
The projects are being combined to save on construction mobilization cost and to take advantage of
economies of scale.
