P.901l I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, SETTING FORTH THE LOCAL CONDITIONS UPON WHICH A DETERMINATION HAS BEEN MADE BY THE CITY COUNCIL THAT MODIFICATIONS TO CERTAIN OF THE FOLLOWING CODES ARE REASONABLY REQUIRED BY LOCAL CONDITIONS WITHIN THE CITY OF SEAL BEACH: THE 1988 EDITION OF THE UNIFORM BUILDING CODE; THE 1988 EDITION OF THE UNIFORM MECHANICAL CODE; THE 1988 EDITION OF THE UNIFORM PLUMBING CODE; THE 1988 EDITION OF THE UNIFORM SWIMMING POOL CODE; THE 1988 EDITION OF THE UNIFORM HOUSING CODE; THE 1988 EDITION OF THE UNIFORM FIRE CODE; THE 1988 EDITION OF THE UNIFORM SOLAR ENERGY CODE; THE 1987 EDITION OF THE NATIONAL ELECTRICAL CODE. THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, Health and Safety Code Section 17922 and Section 18941.5 requires the City of Seal Beach to adopt the most current editions of the Buildinq Codes, and the National Electrical Code; and WHEREAS, Health and Safety Code Section 17958.5 provides for the city Council to make chanqes or modifications in the most current edition of the Uniform Buildinq Codes and the National Electrical Code as may be reasonably necessary because of certain local conditions: and I WHEREAS, The Buildinq Official of the city of Seal Beach has determined and recommended that, based upon certain local conditions within the City of Seal Beach, the modifications to the 1988 editions of the Buildinq Codes and modifications to the 1987 edition of the National Electrical Code contained in Ordinance Number 1294 and Ordinance Number 1295 are reasonably required to be adopted by the city of Seal Beach; and WHEREAS, Health and Safety Code Section 17958.7 requires the City Council to make express findinqs of the necessity for modifications in the most current editions of the Buildinq Codes and the National Electrical Code; and WHEREAS, It is appropriate to describe the specific local conditions upon which each said modification is based; and WHEREAS, Certain areas of the city have been identified as areas havinq a hiqh or moderate liquefaction zones, as determined by project environmental reviews: and I WHEREAS, The Seal Beach Fault, which.is a segment of the 50- mile-lonq Newport-Inqlewood Fault zone, extends throuqh the city from south to north and is considered to be potentially active; and WHEREAS, The majority of the City is underlain by alluvial soils deposited by the historical floodinq activity of the San Gabriel River prior to its channeliaation; and WHEREAS, These alluvial deposits consist of clayey silt, silty clay, and silty and clayey sand deposits in subhorizonontal and laterally discontinuous layers and lenses; and Resolution Number .391)J WHEREAS, The combination of alluvial soils having high or moderate liquefaction potential in close conjunction with the Seal Beach Fault requires sufficient safeguards to allow building activity to occur; and WHEREAS, The danger of fire conflagration during times of low humidity and "Santa Ana" winds is extreme. NOW, THEREFORE, BE IT RESOLVED by the City council of the city of Seal Beach that the following amendments and modifications to the I 1988 editions of the Building Codes and the 1987 edition of the National Electrical Code as contained in Ordinance Number 1294 and Ordinance Number 1295 are hereby determined to be found reasonable and necessary due to consideration of specific local climate, geological or topographical conditions as follows: I. UNIFORM BUILDING CODE. 1988 EDITION A. Adverse climatic conditions indigenous to region ("Santa Ana" winds) necessitate precautions to minimize potential roof fires (Affects Sections 301, 305, 1704) B. Local geological conditions necessitate special structural inspections to minimize potential damage from seismic loads (Affects Section 306). C. Local climatic and location conditions necessitate special considerations for fire-related precautions for occupants(Affects Sections 508, 1206, 3303, 3306(f), 3802, 3804). D. Modifications to Sections 205, 4409, 4508, and 5301 and other modifications are administrative amendments of local discretion. II. UNIFORM MECHANICAL CODE. 1988 EDITION I A. All modifications to this Code are administrative amendments of local discretion. III, UNIFORM PLUMBING CODE. 1988 EDITION A. Modifications to Sections 20.1,20.3,20.6,20.7, 310(b), and 314(d) are administrative amendments of local discretion. IV. UNIFORM SWIMMING POOL CODE. 1988 EDITION A. All modifications to this Code are administrative amendments of local discretion. V. UNIFORM HOUSING CODE. 1988 EDITION A. All modifications to this Code are administrative amendments of local discretion. VI. UNIFORM FIRE CODE. 1988 EDITION I A. Adverse climatic conditions indigenous to region ("Santa Ana" winds) necessitate special fire-related precautions for occupants(Affects Sections 10.306, 10.308, 10.310). B. Local topographic and climatic conditions necessitate defining high-rise buildings for fire protection purposes (Affects section 10.315). I, I I Resolution Number ~~;J C. Modifications to Sections 3.101, 9.105, 9.115, 10.206, 10.207, 10.208, 61.106, 79.910 and other modifications are administrative amendments of local discretion. VII. UNIFORM SOLAR ENERGY CODE. 1988 EDITION A. All modifications to this Code are administrative amendments of local discretion, VIII. NATIONAL ELECTRICAL CODE. 1987 EDITION A. Local climatic conditions necessitate that residential dwelling units be protected from fire-related construction or electrical usage practices (Affects Sections 210-52(f).2 and 210.70(a)). B. Modification to Section 90.4 is an administrative amendment of local discretion.
