Questions for the December 9, 2019 City Council Meeting: Sustarsic
Warrants:
Check # 13372 State of CA $6,725.70
Fees associated with Use Tax? What are these for? This expenditure was
for the fees associates with the administration costs for Measure BB with the California Department
of Tax and Fee Administration.
Check # 13464 Quin Power Systems
$7,727.65
Roof enclosures? What is this for? This expenditure was for
roof repairs to our generators. We did this before the winter season to ensure their reliability.
Generators produce heat that travels up to the roof, and the heat meeting the cold and wet roof
causes the metal to deteriorate, especially near beach environments.
Check # 13543 Brita Lemmon $ 750.00
What is this for? This expenditure was for a refund related to a cancelled
Encroachment Permit.
Item L. These breaks in the same water transmission main? Was this also the same line for the break a
couple of years ago? What is the overall condition of this main?
The last break along this transmission main occurred in May 2015. This water transmission main has
reached it useful life and has been identified to be replaced. The Design Study phase of the Hellman
Ranch Transmission Main Replacement Project is currently listed in the City's FY 2019-20 5 -Year
Capital Improvement Program to start fiscal next year. However, after these two recent main breaks
staff initiated a preliminary evaluation to determine if this pipeline can be structurally relined in place
vs constructing a new pipeline in a different alignment. Our analysis indicates that this pipeline is a
good candidate to be structurally relined in place which would significantly reduce trenching through
the Los Cerritos Wetlands that construction of a new pipeline would require.
