Citizens' Academy
Why? Chief P. Gonshak's "Seal Beach First" Plan
• 1) To promote crime prevention through community engagement.
• 2) To increase security and safety of all of our parents, children and staff at McGaugh
Elementary.
• 3) Provide relatable opportunities for the community to experience law
enforcement first hand via a Seal Beach Police Department Citizen's Academy.
• 4) To improve the Seal Beach Police Department's technological infrastructure.
• 5) To create internal staff development processes and matrices through training and
formal education partnerships.
Description
The Citizens' Academy was developed to provide citizens with
an understanding of law enforcement's role in the community.
This nine -week program offers an overview of the Seal Beach
Police Department's structure, philosophy, operations, and
services. Through hands-on demonstrations and exercises,
participants will experience a variety of activities that police
officers deal with on a daily basis. They will also have the
opportunity to complete a police ride -along.
Eligibility
1. Be at least 18 years of age.
2. Live or work in Seal Beach.
3. Must not have any misdemeanor or felony convictions.
Selection Procedures
Selection procedures require completion of an application,
modified personal history statement, and a cursory background.
After completion of the selection process, applicants will be
mailed a confirmation letter, indicating acceptance into the
program and the schedule of class meetings.
Topics
The Citizens' Academy meets one night per week for nine consecutive
weeks, excluding holidays. The curriculum is designed to be an overview
of the police department and is not intended to serve as training for a
career in law enforcement.

Expectations
Provide the community information to gain knowledge of
police operations, units, division, procedures, and protocol.
Develop a partnership between the community and police in
order to establish a safer community.
Motivate the community to proactively assist in Crime
Prevention.

Graduation
There will be a graduation ceremony on the ninth week at the
Seal Beach Police Department.
Each participant will receive a graduation certificate and a
special gift from the department.
Participants will leave the program with memories and
experiences that they will remember forever.
