service connections or greater
■ On and after February 1, 2020 — Publicly
owned community water systems with 3000
service connections or greater

Three aspects of the Water Shutoff Protection Act:
■ Applies to "urban and community water systems" that
supplies to more than 3000 service connections
■ Applies only to termination of residential water

What is the purpose of the bill?
■ New procedure requirements and regulations for all water
retailers, such as the City, when seeking to discontinue a
residential customer's water service for nonpayment
■ Limit the ability of water utilities to discontinue water
service, especially for low-income customers for non-
payment

Current grace period for non-payment is 10 days
