Home My WebLink AboutCC Res 3930 1990-04-23 WHEREAS , I MfEREAS , WHEREAS , MfEREAS , MfEREAS , I RFJlOLllTION NUMBER .3?~O A RFJlOLtJTION CP 'mE CITY COUlCIL OF THE CITY OF SEAL BElICH, APPROVING THE APPLICATION FOR GRANT FUNDS UNDER 'mE ROBERTI-Z'BERG URBAN OPDI-SPACE AND RECREATICl'l PROGRAM the legislature of the State of California has enacted the Robert-Z'BeIg Urban Open-Space and Recreation Program, which provides funds to certain poli tical subdivisions of the State of California for acquiriDJ lands and for developing facilities to meet urban recreation needsi and the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program, setting up necessary procedures governing awlication by local agencies Wlder the programi and said procedures established by the State Department of Parks and Recreation require the awlicant to certify by resolution the awroval of awlications prior to sul:mission of said awlications' to the statei and said awlications contain a certification that the awlicant will comply with all federal, state, and local envirorunental, public health, relocation, affiIllBtive action, and cleariDJ-house requirements and all other awropriate codes, laws and regulations prior to the expenditure of the grant fWldsi and the project applied for under this program must be of a high priority and satisfy the most uIgent park and recreation needs with arphasis on UlJIIet needs in the most heavily populated areaSi NCM, THEREFORE, BE IT RESOLVED that the City Council hereby l. Approves the filing of an application for funding under the Roberti-Z'Berg Urban Open-Space and Recreation Programi and 2. Certifies that said agency understands the general provisions of the agreementi and 3. Certifies that said agency has or will have sufficient funds to operate and maintain the project fWlded Wlder this programi and 4. Certifies that said agency has or will have available prior to ccmnencement of any work on the project included in this application matching money from a non-state sourcei and 5. Certifies that the project included in this application confoDl1S to the recreation element of the applicable city or county general plani and I 6. Appoints the City Manager as agent of the City to conduct all negotiations, execute and subnit all dOClmlellts includiDJ but not limited to applications, agreements, amendments, payment requests, and so on which may be necessary for completion of the aforementioned project; and 7. Awoints Richards, Watson' Gershon as legal counsel for said agency with authorization to sign the certification on Page 1 of the application. Resolution Number ~~t' .
