Home My WebLink AboutCC Res 3938 1990-05-10 I I I RESOLUTION NUMBER M~B A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING A "PRELIMINARY EXPLORATORY AREA" PERMIT TO REDRILL OIL WELL NUMBER 23 OF THE ALAMlTOS LEASE (BREITBURN) THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, on April 9, 1990, Breitburn Energy Corporation submitted an application to the City of Seal Beach for a "Preliminary Exploratory Area" permit pursuant to Section 15A-15 of the Code of the city of Seal Beach~ and WHEREAS, specifically, the applicant is requesting to redrill oil well number 23 of the Alamitos Lease~ and WHEREAS, the subject property is located within the Seal Beach Naval Weapons station~ north of Pacific Coast Highway and east of Seal Beach Boulevard~ and WHEREAS, the site has been in continuous production for over 35 years and contains 26 existing wells broken down as follows: 19 Oil Producing Wells, 2 Water Injection Wells, 1 Well Proposed for Rework and 4 Shut-in Wells Capable of Extraction~ and WHEREAS, the city of Seal Beach has prepared an initial environmental study, pursuant to the guidelines of the California Environmental Quality Act, which demonstrates that the approval of the proposed "Preliminary Exploratory Area" permit will have no significant effect on the environment~ and WHEREAS, the City Council held a duly noticed pUblic hearing on May 14, 1990 to discuss the proposed "preliminary Exploratory Area" permit. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Seal Beach as follows: section 1. The City Council of the city of Seal Beach finds that the approval of a "Preliminary Exploratory Area" permit to redrill oil well number 23 of the Alamitos Lease will not have a significant effect on the environment for the reasons stated, and on the basis of the information contained, in the Initial Environmental Study on file in the Office of the City Clerk, attached hereto as Exhibit "A," and included herein by this reference. Accordingly, the City Council, pursuant to S21080(c) of the California Public Resources Code, adopts Negative Declaration 2-90 on file in the Office of the city Clerk, attached hereto as Exhibit "B," and included herein by this reference. . section 2. The City Council of the city of Seal Beach, pursuant to Section 15A-15 of the Code of the City of Seal Beach, approves a "Preliminary Exploratory Area" permit for the Alamitos Lease site allowing the applicant to redrill oil well number 23 of the Alamitos Lease. Said permit shall allow oil well number 23 to be put into production, for testing purposes only, for a maximum period of ninety days. At the conclusion of the ninety day test period the applicant may apply to the City for a "Final Exploratory Area" permit pursuant to the guidelines set forth in section 15A-l6 of the Code . of the City of Seal Beach.
