HomeMy WebLinkAboutCC Res 3947 1990-06-11 I I I RESOLUTION NUMBER .3tj~1 A RESOLUTION OF THE CITY OF SEAL BEACH REQUESTING THAT THE ORANGE COUNTY AIRPORT LAND USE COMMISSION ACT WITHOUT DELAY ON THE AIR INSTALLATION COMPATIBLE USE ZONE (AICUZ) STUDY FOR THE LOS ALAMITOS ARMED FORCES RESERVE CENTER (AFRC) THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES: WHEREAS, the Airport Land Use Commission is required by Public Utilities Code Section 21670 et. sea. to adopt an Airport Land Use Plan (ALUP) for property impacted by public airports; and WHEREAS, the Armed Forces Reserve Center, Los Alami tos is a public airport within the meaning of Public Utilities code Section 21675; and WHEREAS, the Department of Defense pursuant to 32 CFR 256.1 et. ~. established the Air Installation Compatible Use Zone ("AICUZ") Study Process as the appropriate vehicle to determine the impacts on land uses surrounding Department of Defense facilities; and WHEREAS, the AICUZ process identifies both "Clear Zones" where no or extremely limited development should occur, and "Accident Potential Zones" where limited development should occur; and WHEREAS, the criteria for developing the AICUZ study specifically provides that considerations of actual runway use, accident history, and wind conditions are to be included in the determination of Clear Zones and Accident Potential Zones, 32 CFR 256.3(c) (2) (iv); and WHEREAS, the "Final Report, Air Installation compatible Use Zone (AICUZ) Study, Armed Forces Reserve center, Los Alamitos Army Airfield, Los Alamitos, orange county, california" dated December 1989 and prepared for the U.S. Army Corps of Engineers by the Chambers Group, Inc. purports to set forth new proposed Clear Zones and Accident Potential Zones for AFRC, Los Alamitos; and WHEREAS, safety for the citizens of Seal Beach is a major concern and the safety of the operators and users of the AFRC is also a major concern with the AICUZ study identifying the "Accident Potential Zones;" and WHEREAS, the AFRC has been a good neighbor these many years with the surrounding cities and communities; and WHEREAS, the AFRC is an important part of our national defence and state defence in keeping our country strong and prepared; and WHEREAS, the AFRC is the designated Disaster support Area for the Southern California region in the case of a major earthquake or other large scale disaster; and WHEREAS, the AFRC will be the staging area for medical doctors, nurses, technicians and medical supplies flown in from other parts of California in the event of a major disaster as the designated site for emergency hospitals to provide medical aid to victims of earthquakes and other disasters; and Resolution Number ~~~;1 WHEREAS, the AFRC will use its helicopters to pick up the injured from allover Southern California and bring them to the AFRC emergency hospitals for treatment and large military transport planes will use the AFRC to evacuate casualties and injured as far away as portland, Oregon and salt Lake City, Utah; and NOW, THEREFORE, BE IT RESOLVED that the city Council of the City of Seal Beach hereby requests the Airport Land Use Commission to expedite their deliberations as soon as feasible to ensure the safety and welfare of the citizens of Seal Beach and the rest of Southern California.
