LOCAL EMERGENCY PROCLAMATION DEADLINES
Government Code §8630
• Renewal: Reviewed at least once every 60 days by the governing body until
terminated (Govt. Code section 8630(c)).
• Termination: At the earliest possible date that conditions warrant (Govt. Code
section 8630(d)).

•Mobilize of county resources
•Accelerate emergency planning
•Streamline staffing
•More efficiently coordinate agencies across the county
•Raise awareness about how residents can prepare in the event that COVID-19
begins to spread in the community

•Proclamation of Local Emergency signed 3/13/20
•EOC activated to duty-officer status
•City Hall, SBPD public counter service closed 3/13/20
•City Facilities closed, including community centers, fields, pool and gym
•City classes cancelled through end of March
•All city events cancelled through April - Run Seal Beach cancelled, Car
Show postponed, CERT Academy cancelled, Citizen’s Academy postponed
•LAUSD closed for the year

•SBPD pier substation closed
•VIPS, CERT, RACES, Explorer Programs suspended
•Modified first responder
•COVID-19 Response Plan created
•Continuity of Operations Plan created
•Local Emergency Update 3/16 – Based on White House and Governor guidance,
all Seal Beach bars closed from midnight 3/16 through midnight 3/19, all
restaurants limited to take-out orders only
•Suspension of Street Sweeper Parking Enforcement until a Date TBD
