terminated (Govt. Code section 8630(c)).
• Termination: At the earliest possible date that conditions warrant (Govt. Code

1) Check 14747: Is this the right accounting category for these items?
Yes. Business Card is the City’s credit card vendor. These budgeted PD
registration payments for training were paid with the City credit card, which is
what this check payment represents.
2) Check 14758: Is this $40,098 fee mandatory for NPDES Cost? What does it do for the
City?
All jurisdictions that operate a storm water system must possess an NPDES
Permit and adhere to the permit requirements as mandated by the USEPA. Seal
Beach pays the Santa Ana Regional Quality Control Board directly for our annual
permit fee. To ensure compliance with this permit, Seal Beach, along with all
other cities within OC participate in the County’s NPDES Permit program, which
has an annual budget of approximately $6 million to administer this program. All
OC cities pay a portion of this total program cost based upon size; for example,
Irvine and Anaheim both pay approximately $1 million annually. The Seal Beach
portion of the County’s NPDES Permit program cost is $40,098.61 annually.
3) Check 14773: Free-Lance Masonry for $30,000 for Phases 1-3 of “Annual Main St Paver
Repair.” What was done for $30,000 and what are the three “Phases”? Will this be an
annual charge?
This year’s CIP budget allocated a total of $30,000 to perform Main Street paver
maintenance work. The work/ invoicing were split into three phases. This is an
annual project with funds being allocated each fiscal year to ensure the pavers
along Main Street remain ADA compliant.
4) Check 14750: Is this for emergency? Should this be tagged with Emergency? This is a
door hanger that was created by our emergency services coordinator in early
February as a resource for residents in the event of a natural disaster and
includes resources for people in the event a natural disaster strikes. This
expenditure is not related to the current pandemic emergency.
5) Check 14823: ACWA $6,260 – Is this a new membership? Can we pause these
association memberships if they are not absolutely necessary during emergency and
until we figure out next year’s budget? This professional membership was budgeted,
processed, and paid on February 27th prior to the declaration of local pandemic
emergency. This is a necessary professional membership that supports our water
maintenance division workers that are responsible for maintaining our water
department infrastructure. Yes, any expenditures that are not critical or
necessary will be delayed during the emergency period.
6) Check 14888: What is Business (credit) Card for $10,000 for? Business Card is the
City’s credit card vendor. This is a City credit card payment. This particular
payment includes charges for budgeted expenditures, including IT equipment,
various conference/training registrations, and various memberships.
7) Check 14962: Vigilant Solutions (Investigative data platform – Annual Sub)
a. What is this? Annual subscription for patrol Automated License Plate
Readers (ALPR).
8) Check 14972: What is Additional Services? Additional services that are not part of
the monthly retainer.

For Warrant 14972, since this question is related to the City Attorney services monthly invoice, in order to protect the
attorney/client privilege, maybe Craig can address it in a separate confidential email when time allows given all of our
time focusing on managing the emergency.
