WHITE HOUSE GUIDELINES FOR ALL PHASES
For Individuals
●CONTINUE TO PRACTICE GOOD HYGIENE
○Wash your hands with soap and water or use hand sanitizer, especially after
touching frequently used items or surfaces.
○Avoid touching your face. Sneeze or cough into a tissue, or the inside of your
elbow.
○Disinfect frequently used items and surfaces as much as possible.
○Strongly consider using face coverings while in public, and particularly when
using mass transit.
●PEOPLE WHO FEEL SICK SHOULD STAY HOME
○Do not go to work or school.
○Contact and follow the advice of your medical provider.

For Employers
●Develop and implement appropriate policies, in accordance with Federal, State, and
local regulations and guidance, and informed by industry best practices, regarding:
○Social distancing and protective equipment
○Temperature checks
○Testing, isolating, and contact tracing
○Sanitation
○Use and disinfection of common and high-traffic areas
○Business travel
●Monitor workforce for indicative symptoms. Do not allow symptomatic people to
physically return to work until cleared by a medical provider.
●Develop and implement policies and procedures for workforce contact tracing
following employee COVID+ test.

There is no set end date for California's stay-at-home
order. Governor Gavin Newsom has joined a multi-state
task force, along with Oregon and Washington, to discuss
reopening. He warned that some restrictions, such as
masks in restaurants and bans against large gatherings,
will stay in place through the summer. Schools are closed
through the rest of the school year.

Limited Public Access Phase – Execution Date TBD
a. Increase lifeguard staffing for observation, education and rescues in anticipation of
reopening.
b. Open beaches and bay shorelines to walking/running. No gatherings of any kind on the
beaches or bay shorelines (to include no stopping, standing, sitting, or lying down). No
games of sport.
c. Open ocean for all recreational uses (boating, fishing, swimming, surfing, paddling, etc.).
Social distancing and face covering recommended on vessels. Parking with a vessel
trailer/rack in boat launch lots only (Sunset Aquatic Park).

d. City parks amenities and pier to remain closed.
e. Coastal parking lots to remain closed. If necessary, use coastal street parking closures to
assist with limiting crowds.
f. Face covering is recommended when reasonable.
g. When using the beach, please swim near a lifeguard.

If the beach is reopened, even partially for active movement
only, it will require additional staffing to ensure the rules are
enforced. This in turn will result in overtime for some Police
and Marine Safety personnel.

OPENING THE COUNTRY CLUB
GOLF COURSE ACCESS:
●Golf Course access open Monday – Sunday (6:30a to 6:00p).
●Golf cart use prohibited. All members must walk.
●In order to play you must have a reserved tee time.
●Tee times may be booked no more than 1 day in advance and by phone only.
●No member can book more than 1 tee time (4 players) per day.
●No more than 4 players per group – no exceptions.
●All tee times must include the names of all players – no exceptions. TBD’s will not be permitted.
●Members are instructed not to arrive more than 10 minutes before their scheduled tee time, and
to leave immediately following the completion of their round.
●Guests are permitted, but on a limited basis.
●Walk-on play will not be permitted.
●Tee times will be spread 15 minutes apart. Groups may not tee-off until the entire group in front
of them has cleared the green.
GUIDELINES FOR RE-OPENING THE GOLF COURSE
GOLF COURSE MITIGATION MEASURES:
●Six-foot social distancing must be maintained at all times.
●Facemasks are required to be worn at the Club at all times, including on the
golf course.
●Golfers are not to congregate or linger in any area of the Club before,
during, or after their round including the staging area or the first tee.
●Staff will monitor (while wearing face mask and gloves) access to course at
1st tee and communicate required compliance of all golf course access
protocols.
●Driving Range, practice putting greens and practice short-game area are
closed at this time.

Introduction
●This plan is an addendum to the United States COVID-19
Response Plan and will cover the actions that will be
necessary as the response phase transitions into recovery
and the reopening of the economy here within Seal
Beach.

●The City of Seal Beach plans to implement a phased
response with specific actionable items correlated to
triggering events based on guidance from the following
entities:
●Centers for Disease Control and Prevention
●California Department of Public Health (CDPH)
●Orange County Department of Public Health
●In a Public Health Emergency, however, state and county public
health officials may direct orders that supersede the plan.

There have been various white papers and proposals written on when and how to reopen the economy with
varying timeframes and mechanisms.
Governor Newsom stated that before any stay-at-home orders could be lifted, the following six indicators
must be met:
• The ability to monitor and protect our communities through testing, contact tracing, isolating, and
supporting those who are positive or exposed;
• The ability to prevent infection in people who are at risk for more severe COVID-19;
• The ability of the hospital and health systems to handle surges;
• The ability to develop therapeutics to meet the demand;
• The ability for businesses, schools, and child care facilities to support physical distancing; and
• The ability to determine when to reinstitute certain measures, such as the stay-at-home orders, if necessary.

• The ability to monitor and protect our communities through testing, contact tracing, isolating,
and supporting those who are positive or exposed\
State officials say they are looking at how prepared healthcare workers is to test
Californians who are symptomatic of COVID-19 or if they have the resources to
contact individuals who have tested positive to prevent spreading. Officials said the
state would continue to train the healthcare workforce as they gain access to testing
for all.

• The ability to prevent infection in people who are at risk for more severe COVID-19
State officials said they are looking at the resources available to help groups who are
at risk of contracting the virus, such as seniors, to help them remain physically distant
from society. The state said they would also look to put programs in place to help
groups that are congregated, such as those in nursing homes, schools, the homeless
and incarcerated individuals, to be prepared to stop spreading the virus.

• The ability of the hospital and health systems to handle surges
State officials said when stay-at-home orders ease, hospitals may see surges of
coronavirus. Gov. Newsom said they are looking at whether hospitals have the bed
capacity and PPE supplies to handle surges before stay-at-home orders are modified.
Newsom said they are also monitoring whether hospitals can respond to the surges
while treating everyday health care needs.

• The ability to develop therapeutics
Newsom and health officials stressed the importance of therapeutics, particularly in
the absence of a vaccine. Officials said they plan to continue to engage research
partners and national labs and have a coalition in place to research therapeutics.

• The ability for businesses, schools and child care facilities to support physical distancing
Newsom discussed the importance of "redrawing floor plans" when it comes to practicing
safe physical distancing in schools, businesses and public places. The state wants to
introduce strategic guidelines and expectations on what physical distancing would look
like after a rollback of the stay-at-home order.

• The ability to determine when to reinstitute certain measures if necessary
State officials said they want to make sure they have plans in place to reintroduce the stay -
at-home order (or other interventions) if the need arises after restrictions are loosened.
The governor, however, emphasized that Californians need to continue to practice
physical distancing.

Response/Reopening Phases
CITYWIDE REOPENING PLAN
This phase is characterized by a maximum mitigation strategy with all public health
orders in full effect. Community spread is ongoing without any sustained decreases in
infection.
Public Orders
• Stay-at-home order in effect
• Gatherings of any size are prohibited
• All businesses, except those deemed essential, are closed
• School campuses are physically closed
• Restaurants are closed except for take-out and delivery orders
• Masks must be worn in public
• Physical distancing is enforced where essential businesses are operating

• City Hall is operating on an appointment only basis and using digital as much as possible
• Senior and Community Centers and city facilities are closed
• Recreation and other city programs canceled or postponed

• Beach parking lots, public restrooms, and San Gabriel River Bike Path within city limits are
closed
• Employees who are considered high risk will telework or utilize admin leave
• Meetings are teleconference only
• Temperature checks are in place for first responders
