HomeMy WebLinkAboutCC Res 3961 1990-07-09 v RESOLUTION NO. ~~~I A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH URGING THE CALIFORNIA LEGISLATURE TO ADOPT LEGISLATION TO REQUIRE OIL OPERATORS TO PROPERLY ABANDON CERTAIN COMMERCIALLY NON- PRODUCTIVE OIL AND GAS WELLS BY SUPPORTING THE PASSAGE OF SB 2693 (BERGESON) The City Council of the City of Seal Beach does hereby resolve: WHEREAS, there are over 92,000 oil, gas and injection wells located throughout thirty counties in ~he State of California, of which more than 40,000 are currently idle, with over 14,000 of these having been idle for five years or more; and I WHEREAS, long-idle wells represent a significant health and safety hazard with an increased potential for fires, explosions, ground water contamination, leaking gasses and other chemical substances; and WHEREAS, long-idle wells with little or no chance for future production encumber thousands of acres of land which could be put into productive use; and WHEREAS, there are no existing requirements which will ensure that these wells will eventually be plugged, sealed, and abandoned; and WHEREAS, legislation currently under consideration in the California Legislature does not adequately address the need for abandonment of long-idle wells by establishing reasonable requirements which will ensure their eventual and timely abandonment. NOW, THEREFORE, BE IT RESOLVED by the city Council of the city of I Seal Beach as follows: Section 1. That the City Council of the city of Seal Beach respectfully requests that the California Legislature pass adequate legislation which will require oil operators to properly abandon those oil wells whJ.ch do not produce commercial quantities of oil or natural gas and to establish reasonable criteria to implement same in conjunction with a timely schedule by supporting the passage of SB 2693 ( Bergeson) . Section 2.
