ROLL CALL Present: Mayor Sustarsic Council Members: Varipapa, Kalmick, Massa-Lavitt, Moore Absent: None City Staff: Craig A. Steele, City Attorney Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Phil Gonshak, Police Chief Gloria D. Harper, City Clerk ORAL COMMUNICATIONS Mayor Sustarsic opened oral communications. City Clerk Harper announced that 12 email communications were received, which were distributed to Council via email and uploaded to the City's website. Mayor Sustarsic then closed oral communications. CLOSED SESSION A. Conference with Chief of Police and City Attorney regarding potential threats to the security of public facilities and essential public services posed by the spread of the COVID-19 virus pursuant to Government Code Section 54957(a). B. Conference with legal counsel, initiation of litigation pursuant to Government Code Section 54956.9 (d) (4); one (1) potential case. City Attorney Steele announced that the City Council met in closed session to discuss the items posted on the agenda and indicated that City Council took no reportable action on Item A. On Item B, the City Council unanimously authorized the City Attorney to initiate litigation against California Resources Corporation to enforce the City's business license requirements and to require the payment of back taxes.
