Dear Council and Staff,
I would like to thank your efforts and that of our Police Department to reopen our beaches with the
“Beaches in Motion” program. I expect this program to be successful and greatly appreciated by
residents.
I would ask that you consider an equivalent “Gum Grove Park in Motion” program. This would entail
leaving the access driveway at the end of Avalon Drive and the main parking lot closed, but allowing
parking and entry from the Heron Point access area. At Heron Point, there are only ten parking
spaces (including two that are handicap-restricted), and no street parking is possible. Patrons can be
advised that no sitting or congregating in groups is allowed, and that masks must be worn when
passing within six feet of others. These restrictions should easily ensure the safe use of the park for
hiking.
This limited opening would be consistent with a decision by LA County officials to reopen their trails
(https://parks.lacounty.gov/covid-19/) with restrictions this morning, May 9th. Face coverings are
required in parking lots, trailheads and other crowded areas. Hikers are required to wear face
coverings on trails only if they’re unable to keep six feet apart from others. The City of LA also
reopened their trails this weekend (https://www.latimes.com/travel/story/2020-05-08/whats-open-and-
closed-this-busy-weekend-beaches-parks-and-trails-in-southern-california) with the exception of
Runyon Canyon.
