ROLL CALL Present: Mayor Sustarsic Council Members: Varipapa, Kalmick, Massa-Lavitt, Moore Absent: None City Staff: Craig A. Steele, City Attorney Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Chief Phil Gonshak, Seal Beach Police Department Les Johnson, Director of Community Development Gloria D. Harper, City Clerk ORAL COMMUNICATIONS Mayor Sustarsic opened oral communications. City Clerk Harper announced that two (2) email communications were received. Mayor Sustarsic then closed oral communications. CLOSED SESSION A. Conference with Chief of Police and City Attorney regarding potential threats to the security of public facilities and essential public services posed by the spread of the COVID-19 virus pursuant to Government Code Section 54957(a). City Attorney Steele announced that the City Council met in closed session to discuss the item posted on the agenda and indicated that City Council took no reportable action. ROLL CALL Present: Mayor Sustarsic Council Members: Kalmick, Massa-Lavitt, Moore, Varipapa Absent: None City Staff: Craig A. Steele, City Attorney Jill R. Ingram, City Manager Patrick Gallegos, Assistant City Manager Chief Phil Gonshak, Seal Beach Police Department Chief Joe Bailey, Marine Safety Department Steve Myrter, P.E., Director of Public Works Les Johnson, Director of Community Development Kelly Telford, Director of Finance/City Treasurer Gloria D. Harper, City Clerk Dana Engstrom, Deputy City Clerk APPROVAL OF AGENDA & WAIVER OF FULL READING OF RESOLUTIONS AND ORDINANCES City Clerk Harper read into the record that three (3) communications were received after the posting of the agenda regarding various agenda items that were distributed to City Council and made available to the public. Council Member Massa-Lavitt moved, second by Council Member Moore to approve the agenda. City Clerk Harper took a roll call vote to approve the agenda. AYES: Kalmick, Massa-Lavitt, Moore, Sustarsic, Varipapa NOES: None ABSENT: None ABSTAIN: None Motion carried PRESENTATIONS / RECOGNITIONS • Seal Beach COVID-19 Local Emergency Update Chief Gonshak provided an update on Seal Beach COVID-19 Local Emergency. • Fiscal Impacts of COVID-19 Director of Finance/City Treasurer Kelly Telford provided a comprehensive update on the projected Fiscal Impacts of COVID-19. Council thanked Director of Finance/City Treasurer Telford for a thorough presentation. ORAL COMMUNICATIONS Mayor Sustarsic opened oral communications. City Clerk Harper announced that one (1) email communication was received, which was distributed to Council via email and uploaded to the City's website. Mayor Sustarsic then closed oral communications. CITY ATTORNEY REPORT City Attorney Steele reported that prior to the meeting City Council met in closed session to discuss the one item on the posted agenda and indicated that all Council Members participated via teleconference and took no reportable action. CITY MANAGER REPORT City Manager Ingram introduced Community Development Director Les Johnson who provided an update on the development of a Seal Beach Business Resource and Resilience Guide. City Manager Ingram indicated that she and her son helped deliver meals to seniors in the community and commended the Recreation staff for all their continued efforts and the impact they are making on providing such a critical and valuable resource to seniors in Seal Beach. COUNCIL COMMENTS Council Member Moore indicated that he saw the television interview over the weekend and commended Sergeant Nicholas for representing the City well during his interview on re -opening the beach. He is hopeful we will be able to re -open stores in Seal Beach soon as long as we continue to practice safe social distancing. He appreciates that staff communicates with the residents and Council on a regular basis to keep everyone informed and involved in the decision making process. He requested that the IT Update be brought to Council the second meeting in July. Council Member Varipapa thanked the Police Department, front line workers, first responders, and all the City staff who continue to work during this very complex time. He thanked residents for continuing to wear masks and practicing social distancing. He noted that City business is continuing at top levels and believes the City case numbers remain low due to the City's hard work. He thanked staff for all the good work. Council Member Massa-Lavitt indicated that she participated in a teleconference meeting with the Orange County Sanitation District Operations Committee where they discussed the budget and upcoming improvements. She thanked staff for putting up with the day-to-day operations of the City that has grown exponentially due to COVID- 19. She expressed that the community's support is important and appreciated. Mayor Pro Tem Kalmick echoed the sentiments of Council Members who expressed their appreciation for staff and other essential workers. He noted how impressed he is by staff on the amount of work they have done not only COVID-19 but the day-to-day operations as well given the recent challenges. Mayor Pro Tem Kalmick also mentioned that the beach was open and everything seemed to be going smoothly and residents seem to be happy. Mayor Sustarsic indicated that she attended conference calls with the Orange County Mayors, Supervisor Steel, County CEO, County Public Health Officer, Congressman Rouda, and the California Mayor's Coalition. She thanked Orange County Transportation Authority for their presentation on the 1-405 Improvement Project to College Park East residents; she noted she will post a link in her newsletter and on Nextdoor for those interested in listening to the presentation. She thanked the City Manager, Chief of Police, and staff for all their efforts during this emergency. Lastly, she thanked residents for helping Seal Beach keep our case numbers low and ultimately saving lives. COUNCIL ITEMS There were no Council items. CONSENT CALENDAR Mayor Pro Tem Kalmick moved, second by Mayor Sustarsic, to approve the recommended actions on the consent calendar. A. Approval of the April 21, 2020 City Council Minutes - That the City Council approve the minutes of the Closed Session and Special City Council meeting held on April 21, 2020. B. Approval of the April 27, 2020 City Council Minutes - That the City Council approve the minutes of the Closed Session and Regular City Council meeting held on April 27, 2020. C. Demands on City Treasury (Fiscal Year 2020) — May 11, 2020 - Ratification. D. Wildfire Awareness and Prevention - Orange County Fire Authority Proclamation E. Agreement to Transfer Funds for the 2019 Emergency Management Performance Grant Program ("EMPG") - That City Council adopt Resolution 7027, California Governor's Office of Emergency Services Designation of Subrecipient's Agent Resolution authorizing the City Manager to execute an agreement on the City's behalf for reimbursement of funds from Fiscal Year 2019's Emergency Management Performance Grant ("EMPG") from the Federal Emergency Management Agency ("FEMA"), Department of Homeland Security and passed through the California Office of Emergency Services ("CalOES"). F. Designation of Agent Resolution for CaIOES RPA - That the City Council adopt Resolution 7028, the Governor's Office of Emergency Services Designation of Applicant's Agent Resolution for Non -State Agencies: 1. Authorizing the Mayor to sign on behalf of the City; and, 2. Designate authorized agents to engage with the Federal Emergency Management Agency and the Governor's Office of Emergency Services regarding grant applications for assistance to help the City of Seal Beach respond to and recover from the 2020 Coronavirus Pandemic (COVID-19). City Clerk Harper took a roll call vote to approve the consent calendar items. ADJOURNMENT Mayor Sustarsic adjourned the City Council at 8:40 pm to Tuesday, May 26, 2020 at 5:30 p.m. in memory of former Seal Beach Mayor/Council member William J. Doane, who passed away on March 12th, and former Carson City Clerk Helen Kawagoe, who passed away on April 6th, and to meet in closed session, if eemed necessary. loris D.
