Mike, thank you for forwarding these comments. No doubt it was a difficult decision, and one that Joe
Bailey (with professional guidance from several of his colleagues throughout several beach
communities) determined was necessary to protect kids, lifeguards, and the community. Although not
mentioned in residents comments below, a huge factor is lifeguard staff safety as well given the number
of staff resources needed to support the program.
We can discuss further during closed session tonight if you’d like.

I got a few calls regarding possibly reconsidering implementing the junior lifeguard
program this summer. They made the following points:
1‐ now with school starting later (Aug 28‐ Los Al USD) can junior guards start later, too
2‐ many college kids could use a summer job as guards
3‐ adjacent cities are having a program
4‐ parents from last year were not surveyed for their thoughts/opinions
5‐ many people may opt out so the group may be smaller anyway‐ or city can limit the
numbers
6‐ many colleges will be online so the guards going to school won’t really be going
anywhere
7‐ shorten the timeframe of the program
8‐ parents as well as kids truly value this program and look forward to it every summer
Anyway, I know you put a lot of thought into this but I told the residents that I would ask
and send you their comments.

Jill,
Hello Seal Beach Junior Lifeguard Families,
This email is being sent to all Seal Beach Junior Guard
families from Summer 2019 with information regarding
JGs 2020.

The City of Seal Beach has proclaimed a local
emergency in order to protect public health and slow
the rate of transmission of COVID‐19. As such, the fate
of the Junior Lifeguard program has been on hold over
the last two months. Unfortunately, after careful
consideration and taking all current information into
account a decision has been made to cancel the 2020
Junior Lifeguard program. This decision has not been
made lightly, as the program has been a long standing
“rite of passage” in the City of Seal Beach.
Participants in the 2019 program will maintain their
priority registration status for the 2021 program. Each
child will still be required to pass a swim test in 2021.
We waited as long as possible to make this decision in
the hopes things would change. It was a difficult
decision and we wanted to give you as much notice as
possible. Our goal is to remain responsive to the
community’s needs and to ensure the safety, security,
health for all in Seal Beach.
