Thank you for the opportunity to submit a proposal to provide expert budgeting advice to the City of
Seal Beach. Management Partners has the expertise and skills necessary to provide this assistance and
we would be pleased to do so.
About Management Partners

We Provide a Full Suite of Services. Management Partners' services include everything required
to support local government leaders, including organization assessments, performance
management, process improvement, strategic planning, and financial planning, budgeting and
analysis.
Understanding of the Engagement
We understand that the City is interested in updating its budget document and revising the budget input
process. The following scope of work describes the expert consulting services desired from Management
Partners. These items will be prioritized in collaboration with you to fit within the agreed upon contract
amount.
Provide advice on meaningful ways to obtain public and City Council input on the budget;
Review the budget document and provide advice and assistance to improve its presentation and
contents; and
Provide other advice to City management regarding the budget.
Management Partners will provide periodic reports to the City of Seal Beach summarizing the consulting
assistance our firm has provided.
Consultants
We have a team of experts available for this engagement. We will assign Rick Haydon as our lead
consultant. Other Management Partners consultants will be assigned on an as needed basis, within the
budget specified by the contract. Our commitment is to provide high quality consulting expertise to the
City of Seal Beach.
Our consultants are employed by Management Partners and work for and at the direction of
Management Partners. Rick Haydon and all consultants report to Andrew Belknap, Senior Vice President
of Management Partners. Additionally, our consultants are part of our overall team and are available for
assignments on other engagements, consistent with our responsibility to the City of Seal Beach, at the
discretion of Management Partners.
Management Partners and our consultants will determine the method and manner of carrying out the
work and achieving the desired result. We will also determine the schedule of our consultants, including
onsite or offsite hours.
Management Partners will determine when other experts from the firm are needed to assist with a
project in order to meet project requirements. Matters pertaining to personnel, such as discipline,
hiring, or evaluations, are not part of the scope or work, nor are execution of contracts or other written
documents obligating the City of Seal Beach. All such matters will be the responsibility of the City of Seal
Beach. Management Partners provides all insurance (including workers' compensation, liability and
professional errors and omissions), training and administrative support (including equipment such as
phones and computers) as necessary during the assignment.
Our consultants use their Management Partners business cards and email address and will identify
themselves as consultants with our firm. Our consultants will only use City of Seal Beach systems and
equipment if required to access data and information essential for our consulting engagement. Such
instances will be authorized by Andrew Belknap or his designee from Management Partners. The City of

Seal Beach may provide conference room or office space if needed when our consultants are working
onsite. It is important to the City of Seal Beach, our consultants and our firm to be clear that we are
doing this work for the City of Seal Beach as a firm and that our consultants work for Management
Partners.
Rick Haydon
Rick Haydon, Special Advisor, has over 30 years of local government experience. He has expertise in
budgeting, strategic planning, policy development, personnel administration, organizational
development, project management, facilitating meetings and report writing. Rick began his public -
sector career with the City of Fresno, working as a management analyst where he was assigned budget
and grant administration -related duties. He was later hired by Monterey -Salinas Transit, a joint powers
authority, and worked on various capital projects and administrative assignments. He was then hired by
the Monterey Police Department as their business manager where he administered all financial,
budgetary and business-related activities of the department.
Wanting to be exposed to a much broader range of assignments, he went to work for the City of Dinuba
where he was afforded the opportunity to get involved in many different roles ranging from financial
analyst, to acting financial services manager, risk manager and eventually budget and employee
relations manager. After the City of Dinuba, Rick was hired by the City of Santa Maria to run the City's
Human Resources Division which included recruitments, job analysis, classification studies, training,
labor relations and risk management duties.
While in Santa Maria, Rick was promoted to assistant city manager where he oversaw the day-to-day
operations of the City, provided general direction to department directors, coordinated the City's annual
budget process, and acted as lead negotiator during all collective bargaining sessions with employee
groups. After 15 years in Santa Maria, the City Council appointed him city manager in late 2011. As city
manager of this full-service city, Rick managed a workforce of over 700 employees and an annual
operating budget of $163 million.
During his tenure with Santa Maria, Rick was instrumental in the City receiving 21 consecutive California
State Municipal Finance Officers (CSMFO) Excellence in Budgeting Awards and 10 consecutive biennial
Government Finance Officers Association (GFOA) Distinguished Budget Presentation Awards biennial
GFOA Distinguished Budget Presentation Awards, and five prestigious Helen Putnam Awards. He led the
City through the Great Recession and bridged several multi-million dollar budget gaps all without laying
off a single employee. Among his other accomplishments, Rick also successfully transitioned the City
through the district elections process, spearheaded the passage of a sales and use tax initiative, created
a succession planning and mentoring program for all employees, and was credited for working
collaboratively with the police chief to help change the culture of the Santa Maria Police Department.
In recognition of his service to the community of Santa Maria, a city facility was named in his honor in
late 2017, and in 2018, Rick was named Citizen of the Year. A recipient of the Robert F. Grogan Award
for Public Service Excellence, Rick earned a bachelor's degree in public administration from California
State University, Fresno, and a master's degree in public administration from Golden Gate University.

Other Experts available to assist the City of Seal Beach
Among our other consultants who will be available to provide assistance, and assigned by Management
Partners as needed, are the individuals listed below.

Fee Proposal and Term of Engagement
We propose a not -to -exceed contract in the amount of $13,800 which will provide approximately 75
hours of consulting assistance (and travel expenses). During this engagement, we will charge $160 per
hour for Rick Haydon, which is a discounted rate for his services. Travel expenses will consist of mileage,
tolls, hotels and per diem. Other consultants will be provided at their regular hourly rates plus travel
expenses, depending on the individual assigned to the project.
