HomeMy WebLinkAboutConsideration of covid-19 related temporary business reopening supportCONSIDERATION OF COVID-19 RELATED TEMPORARY BUSINESS REOPENING SUPPORT MEASURES City Council Meeting June 8, 2020 TEMPORARY BUSINESS SUPPORT MEASURES COVID-19 significantly impacted Seal Beach businesses State stay-at-home order issued March 19 and shut down all non-essential businesses Most local restaurants modified operations to provide take-out and delivery options State Resiliency Roadmap issued May 7 Roadmap identifies 4 recovery stages Stage 2 completely open May 18 – retail and dine-in restaurants conditionally reopen TEMPORARY BUSINESS SUPPORT MEASURES Council member Kalmick request: Staff evaluate what City can implement to promote stability and future success of Seal Beach businesses. Temporary outdoor dining spaces Marketing plan with Seal Beach Chamber Future consideration of parklets with Main St Enhancement Project TEMPORARY BUSINESS SUPPORT MEASURES Outdoor Dining: Social distancing requirements for dine-in restaurants limit indoor space Outdoor dining is encouraged Municipal Code addresses outdoor dining on private property Requirements for seating, hours of operation, noise, parking, lighting, etc. Outdoor dining not permitted on public right-of-way Most Main St. restaurants do not have outdoor dining or private space for temporary outdoor dining Temporary easing of Municipal Code requirements necessary Allow for use of private off-street parking, shared dining areas, sidewalks, etc. TEMPORARY BUSINESS SUPPORT MEASURES Temporary Outdoor Dining Permit: With temporary easing of requirements, permit would allow temp outdoor dining on a case by case basis Would address encroachment permit matters, such as liability, indemnification and insurance requirements Waive fees Temporary use would be allowed to continue until 30 days after lifting of indoor occupancy restrictions TEMPORARY BUSINESS SUPPORT MEASURES Main Street Shared Dining Areas: Most Main Street corridor restaurants do not have outdoor dining Limited space available for temporary outdoor dining on sidewalks Proposing two shared/common dining areas for restaurant customers to take to-go food to Location at Electric Ave parking lot and at portion of Eisenhower Park Would be operated 7 days/week, evenings during the week and afternoons in the evenings on weekends Staff resources to maintain areas and small scale entertainment early evenings Weekly expense not greater than $11,000/week. TEMPORARY BUSINESS SUPPORT MEASURES Marketing and Promotion of Seal Beach Businesses: As our businesses start to reopen, marketing plan would help promote our business community and bolster customer interest Drive interest to all Seal Beach commercial districts/areas Would utilize local resources and conduct in conjunction with Seal Beach Chamber Consider utilizing theme(s), promotional events, social media and email campaigns, etc. TEMPORARY BUSINESS SUPPORT MEASURES Main Street Streetscape Enhancement and Parklets: Prior to COVID-19 and the recent outdoor dining interest, communities looking at different streetscape use options Parklets have become a focus, for dining and general seating In light of COVID-19, a number of cities in the region have accelerated their plans to allow these types of use The City’s Main Street Enhancement Steering Committee has been considering a number of ideas and options for this corridor The idea of parklets being introduced to the Main Street corridor will be brought forth one the Committee reconvenes TEMPORARY BUSINESS SUPPORT MEASURES Recommendation: That the City Council take necessary action to: 1.Allow a temporary outdoor dining administrative review process for COVID -19 related temporary outdoor dining in public sidewalk areas within the Main Street business corridor as well as on private property in proximity to restaurants throughout the community and waive all application fees; and 2.Approve the establishment of two temporary outdoor dining areas within the Main Street corridor and establish a budget not to exceed $110,000; and 3.Establish a marketing and promotional campaign of $30,000 to be used to support reopening of Seal Beach businesses; and 4.Direct the Finance Director to include $140,000 in the Fiscal Year 2020-21 proposed budget for this purpose using General Fund Reserves.
