City of Seal Beach • Recreation & Parks Commission • February 26, 2020  RECREATION & PARKS COMMISSION AGENDA INFORMATION SHEET The following is a brief explanation of the Recreation & Parks Commission agenda structure: AGENDA APPROVAL: The Recreation & Parks Commission may wish to change the order of the items on the agenda. ORAL COMMUNICATIONS: Anyone wishing to address the Recreation & Parks Commission, only on items not on tonight’s agenda, may do so during this time period. No action can be taken by the Recreation & Parks Commission on these communications on this date, unless agendized. CONSENT CALENDAR: Consent Calendar items are considered routine items that normally do not require separate consideration. The Recreation & Parks Commission may make one motion for approval of all the items listed on the Consent Calendar. SCHEDULED MATTERS: These items are considered by the Recreation & Parks Commission separately and require separate motions. These transactions are considered administrative and public testimony is not heard. STAFF CONCERNS: Updates and reports from the Director of Community Development and Community Services/Recreation or the Recreation Manager are presented for information to the Recreation & Parks Commission and the public. COMMISSION CONCERNS: Items of concern are presented by the Recreation & Parks Commissioners and discussed with staff. NEXT MEETING: Wednesday, March 25, 2020 COMMISSION STAFF REPORT DATE: February 26, 2020 TO: Honorable Chairperson and Commission Members FROM: Tim Kelsey, Recreation Manager SUBJECT: Community Pool Update ________________________________________________________________ SUMMARY OF REQUEST: The Recreation and Parks commission receive an update on the ongoing community pool project and provide a recommendation to City Council to be received at the City Council meeting on March 8, 2020. BACKGROUND: The City of Seal Beach currently operates aquatics programs for youth, adults and seniors at the McGaugh Pool located at 1698 Bolsa Avenue. Programs run year round and include adult lap swim, youth swim lessons, deep water aerobics, swim team practices and junior lifeguard prep classes. The current pool was built in the 1964 and although the City has maintained the facility to best of its ability and undergone several rehab projects the pool is currently at the end of its useful life. Also current standards and needs have changed since the pool was first built. For this reason the City of Seal Beach entered into a professional services agreement with a qualified design team led by Westberg and White. In the 2014 the City with Westberg and White performed an extensive community outreach program. The result of this outreach was that the most desired location for a future community pool was the naval weapons station along Seal Beach Boulevard near the Seal Beach Police Station. During a project update to the Council in January 2020 the City Council asked the staff to continue the community outreach process to gather more feedback from the community. As a result of this request the City scheduled 2 public outreach meetings to provide more detailed information to the community and receive feedback from the community. As of the time of this report the second meeting has not taken place and information is not available to provide to the commission. However staff will provide more detailed information during the oral report as the second will have concluded at this time. COMMISSION STAFF REPORT DATE: February 26, 2020 TO: Honorable Chairperson and Commission Members FROM: Tim Kelsey, Recreation Manager SUBJECT: Edison Park Improvements ________________________________________________________________ SUMMARY OF REQUEST: The Recreation and Parks commission provide direction to staff regarding the preferred fence to be installed at Edison Park. BACKGROUND: Edison Park is a 10 acre parcel located in College Park West on College Park Drive. The park consists of a tot-lot, basketball court, sand volleyball court, community gardens, softball field and open play space. The entire park is bordered by wood bollards that are set in the ground to prevent unauthorized vehicles from accessing the park. The bollards are made using cut telephone poles that are set into the dirt. Staff has no record of when the bollards were installed but the majority of them are showing signs of distress and have aged to the point that they are mostly ineffective. In fiscal year 2019-2020 the City Council approved a Capital Improvement Project to replace the bollards with a new boarder that would be more atheistically pleasing to park users and residents. Staff has identified 4 options that will fit within the approved budget. All options are comparable in cost and appropriate for the approved budget. Samples of the options are listed below 1- 4: Page 2 Option 1 Option 2 Option 3 Page 3 Option 4 Staff is seeking input from the commission to identify the preferred material. It is however important to note that maintenance staff is most comfortable with wither painted option as they can cover possible graffiti quicker and would more than likely have to replace wood on either raw wood option. RECOMMENDATION: The Recreation and Parks commission provides a recommendation of the preferred boarder fence to be used at Edison Park.
