RESOLUTION NO. ..19$/
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, CREATING AND AD HOC
SOLID WASTE ADVISORY BOARD.
THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES:
WHEREAS, AB 939 - The California Integrated Solid Waste Management
Act of 1989, mandates that individual cities prepare, and
adopt a Source Reduction and Recycling Element by July
1, 1991; .and
WHEREAS, this element designates and places a primary emphasis on
implementing all feasible source reduction, recycling,
and composting programs; and
WHEREAS, the City of Seal Beach shall determine what mix of source
reduction, recycling and, waste composting activities it
will choose to achieve the waste diversion goals required
of the bill.
NOW, THEREFORE, the City Council of the City of Seal Beach does
hereby resolve that:
Section 1.
A special effort is needed to determine actions that
should be considered to meet the requirements of
AB 939.
Section 2.
The city Council of the City of Seal Beach does
hereby create a Solid Waste Advisorv Committee
(SWACI.
Section 3.
The (SWAC) consist of seven (7) voting members of
which two (2) are City Councilmembers. The members
of the committee to have particular skills, or
expertise in addressing solid waste issues in
compliance of AB 939.
The solid waste advisory committee shall evaluate,
assess and provide direction to the City Council and
city Staff on recommended courses of action in the
development of plans for addressing solid waste
issues in compliance with AB 939, the State
Integrated Solid Waste Management Act. Such issues
may include, but are not limited to:
Section 4.
A. LEGISLATION - the SWAC will monitor and develop
recommendations as appropriate on local, state, and
federal legislation related to solid waste management
programs and policies including the implementation of AB
939 and the development of markets for products made from
recycled materials.
B. PUBLIC EDUCATION - the SWAC will develop programs
to educate, inform and market to the residents of Seal
Beach the essential facts relating to solid waste
management and the concepts of reduce, reuse and recycle.
C. GREENWASTE DIVERSION
programs to minimize the amount
disposed of in landfills.

D. HOUSEHOLD HAZARDOUS WASTE - the SWAC will develop
programs to effectively and safely dispose of typical
household hazardous and toxic waste materials.
E. SOURCE REDUCTION The SWAC will investigate
reducing the amount of refuse that enters the waste
stream.

F. RECYCLING - the SWAC will establish and monitor the
residential curbside recycling program for adherence to
city objectives and shall make recommendations for
improving the ongoing operations of the program.
G. COMMUNITY RELATIONS - The SWAC shall serve as a
resource to the community by providing a forum for Seal
Beach residents to voice ideas and share concerns
relating to the City's solid waste management programs.
