Home My WebLink AboutCC Res 3998 1990-12-10 RESOLUTION No. ~q'l 9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA APPROVING THE CITY'S PARTICIPATION IN THE HOUSING AND COMMUNITY DEVELOPMENT PROGRAM OF THE COUNTY OF ORANGE (YEAR XVII) THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: WHEREAS, it is the intent of the City of Seal Beach to participate in the filing of an application with the County of orange for a grant authorized under the Housing and community Development Act of 1974; and WHEREAS, the Housing and Community Development Act of 1974 authorizes cities under 50,000 in popUlation to enter into cooperative agreements with the county in which they are located for the purpose of undertaking essential community development activities; and I WHEREAS, the Federal government requires participating cities to provide certifications that the funds will be obtained and utilized pursuant to Federal law and policy; and WHEREAS, the City council approves the following projects, in order of priority, to be included in the City's grant proposal: 1. Financial Assistance for Day Care Facilities Additional funds for the day care assistance funded through PY 16 (XVI). The City was awarded $20,000 for day care assistance to qualifying low/moderate income families during PY 16. This years' request is to maintain the program initiated during year 16. $10,000 I 2. Financial Assistance for Interval House City will utilize Community Development Block Grant funds to subsidize the Interval House to provide shelter and outreach programs to battered women and children within both the City of Seal Beach and the County of Orange as a whole. $70,000 3. Public Facilities and Imnrovements Reconstruction of the Ocean Avenue alley between DOlphin Avenue and Electric Avenue. project to include replacement of water main, sewer (if necessary) and resurfacing of alley with concrete. $60,000 4. PUblic Facilities and Imorovements Purchase of a concrete grinder to grind raised I edges of tree damaged sidewalks within the City's Target ,area (Old Town). Grinder would prolong the life of Old Town's tree damage sidewalks by up to I I I Resolution No. ~~9)f page 2 of 3 ten years, allow the City to respond quicker to reported problems and reduce liability claims from uplifted sidewalks. $50,000 5. Public Facilities and Imorovements Implementation of the Seal Beach Boulevard Improvement program. Includes preparation of working drawings, reconstruction of street boulevard median, landscaping and installation of decorative street furniture. $50,000 6. Public Service Announcements The city would utilize CDBG funds to purchase blank video cassette tapes for the purpose of distributing public service programs dealing with child abuse, drug and alcohol abuse, family and personal conflicts, etc. to schools and other public service facilities. The programs would be provided the City and duplicated, free of charge, by Comcast Cable Television. $10,000 TOTAL REOUESTED S250.000 NOW, THEREFORE BE IT RESOLVED that the City Council 00 the City of Seal Beach does hereby adopt the Housing and Community Development Block Grant proposal and certifications for Program Year 17 (XVII).
