Item H: Green Waste Amendment and Amending Scope of Work with HF&H
Regarding the green waste recycling program, there are no light green “Yardwaste” carts
distributed on my street in Bridgeport.
Are yard clippings put in a brown/gray “Trash” cart separated out by Republic staff?
Or is the City’s green waste volume limited to that put in a light green “Yardwaste” cart?
The “Detailed Calculations” in the first page of Attachment 1 show that the new residential
monthly rate which includes extra $0.65 charge will be $20.90. However, the next page entitled
“Effective September 28, 2020” shows the monthly residential rate at $20.35.
Which rate is the new rate including the green waste recycling charge?
The page entitled “Effective September 28, 2020” shows a discounted rate for “Senior Citizen and
Low Income Households.”
What is the eligibility criteria for this discount?
Regarding the contract with HF&H, the staff report includes the original Scope of Work from the
April 2019 contract as Attachment E. However, there is no attached amended Scope of Work.
Please provide the proposed amended Scope of Work to the public prior to the
commencement of Monday’s open session.
The HF&H contract approved by Council on April 8, 2019 had a term of only one year with no
provisions for extensions (see attachment). Therefore, it has expired and a new contract must be
brought back to Council for approval before any more work is authorized or payments made. Of
note is that services were provided by HF&H in June 2020 after contract expiration with payment
in August (check #16517 for $4827).
Recommendation: The Council should not approve amending the Scope of Work of an
expired contract. Instead, direct staff to agendize for Council approval a new contract with
a new Scope of Work and new expiration date. Staff should be able to accomplish this
expeditiously for the next Council meeting on October 12th.
