HomeMy WebLinkAboutCC Res 3804 1988-07-18 RESOLl1l'ION m. .3&) A RESOLl1l'ION OF THE CITY COUNCIL OF THE CITY OF SFAL BElICH, CALIFORNIA, CRFATING AND DEFINING MEMBERSHIP OF AN AD HOC TRAFFIC IMPACT CCM1ITrEE. WHERFAS, the citizens of the City of Seal Beach have in various fOIllls ind icated a concern relati ve to increasing traffic congestion and a desire to seek and identify regulations that will mitigate the impact of traffic related to developnent, and WHERFAS, the City Council of the City of Seal Beach wishes to involve the public in the identification of objectives to be achieved in regulating developnent that creates traffic and in the identification of methods of regulation that will achieve those objectives. I Section 1. oow, THEREFORE, BE IT RESOLVED THAT: Section 2. I Section 3. I Section 4. '!he City Council of the City of Seal Beach hereby creates an 1ld Hoc Citizens Camlittee to be known as the 1ld Hoc Traffic Impact Camlittee. '!he 1ld Hoc Traffic Impact Camlittee shall consist of six (6) voting manbers and two (2) alternate manbers and shall be appointed by the City Council. '!he 1ld Hoc Traffic Impact Camlittee shall be canposed of representatives selected from the following' groups: * '!hree (3) citizens plus one alternate selected by the proponents of Measure F on the JUne 7, 1988, ballot. * Three (3) citizens plus one alternate selected by City Council manbers to represent the opponents of Measure F. '!he 1ld Hoc Traffic Impact Camlittee shall be charged by the City Council to identify objectives desired by the community relative to traffic generated by developnent permitted under the adopted General Plan and Zoning Ordinance and anticipated developnent that will require amendments to the General Plan or Zoning Ordinance. Once objectives have been defined, the Ad Hoc Traffic Impact Camlittee shall identify and recommend to the City Council regulations to achieve those objectives. '!he City Attorney shall review the legality of such recommendations and prepare a draft ordinance implementing the recommendations that can be lawfully adopted by the voters for consideration as a ballot measure by the City Council for submission to the voters. '1he 1ld Hoc Traffic Impact Camlittee shall select from its manbership a person to chair its meetings, and a person to record its actions. All actions by the Conmittee shall be taken by majority vote of all manbers of the Comnittee. Alternate(s) may vote only when representing absent permanent committee manbers. '1he Camlittee shall adopt its own rules of procedure, but shall abide by the California Government Code and Seal Beach Charter and Ci ty Code open public meeting, econanic interest disclosure and conflict of interest regulations. '1he Camlittee shall not be authorized to expend nor to enclJllber City monies. Resolution Number ~~ Section 5.
