A RESOLUTION OF THE SEAL BEACH CITY COUNCIL
APPROVING AN AMENDMENT TO THE SEAL BEACH SMALL
BUSINESS RELIEF GRANT PROGRAM FOR UTILIZATION OF
CERTAIN FUNDS PROVIDED BY THE COUNTY OF ORANGE
FOR SMALL BUSINESS ASSISTANCE
WHEREAS, on February 26, 2020, the County of Orange Health Officer
declared a local health emergency based on an imminent and proximate threat to
public health from the introduction of COVID-19 in Orange County; and,
WHEREAS, on March 2, 2020, the Orange County Board of Supervisors
adopted Resolution No. 2020-11 ratifying the local health emergency declared by
the County Health Officer; and,
WHEREAS, on March 4, 2020, the Governor of the State of California
declared a State of Emergency to exist in California as a result of the threat of
COVID-19; and,
WHEREAS, on March 13, 2020, the President of the United States issued
a Proclamation of Declaring a National Emergency concerning the COVID-19
outbreak; and,
WHEREAS, the Seal Beach City Manager, as the Director of Emergency
Services, proclaimed on March 13, 2020 a Local Emergency for the 2020
Coronavirus Pandemic pursuant to Seal Beach Municipal Code Section
3.25.020, to protect public health, safety and welfare, and to enhance the City's
ability to mobilize local resources, coordinate interagency response, accelerate
procurement of vital supplies, use mutual aid, and seek potential reimbursement
by the State and Federal governments; and,
WHEREAS, on March 19, 2020, the Seal Beach City Council adopted
resolution 7013 ratifying the local emergency previously declared by the City
Manager; and,
WHEREAS, the Coronavirus Aid, Relief, and Economic Security (CARES)
Act was passed by Congress and signed into law by the President of the United
States on March 27, 2020; and,
WHEREAS, the CARES Act established the Coronavirus Relief Fund and
Orange County received an allocation of funds from this Fund; and,
WHEREAS, on June 8, 2020, the City Council approved Resolution No.
7043, ratifying a sub -recipient agreement between the County of Orange and the
City of Seal Beach for the City's receipt and utilization of $562,802 in CARES Act
funding to provide economic support to small businesses in Seal Beach impacted
by COVID-19; and,
WHEREAS, the City of Seal Beach established certain guidelines to
ensure compliance with requirements of the CARES Act and for proper and
equitable distribution of these funds to qualified Seal Beach small businesses;
and,
WHEREAS, the County of Orange has made available to the City of Seal
Beach and additional $77,000 in funding to provide economic support to Seal
Beach small businesses impacted by COVID-19 and subject to the previously
approved sub -recipient agreement; and,
WHEREAS, the City of Seal Beach wishes to distribute these additional
funds to Seal Beach small businesses impacted by COVID-19 and the most
recent State of California Stay at Home Order and to do so in accordance with
the sub -recipient agreement with the County of Orange and the City's grant
guidelines.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH
DOES HEREBY RESOLVE:
Section 1. That the City Council hereby approves the allocation of $77,000 in
funding from the County of Orange to Seal Beach small businesses most
impacted by the current State of California Stay at Home Order, including
restaurants, gyms & fitness studios, and personal care businesses, and who
qualify according to the City's Small Business Relief Grant Program and the Sub -
Recipient Agreement between the County of Orange and the City of Seal Beach
as represented in Resolution No. 7043.
PASSED, APPROVED, and ADOPTED by the City Council at a regular meeting
held on the 25th day of January, 2021 by the following vote:
