The City is working with Feldman to determine the cost of issuing debt and whether or not existing debt can be refinanced, particularly the State Loans for the Sewer Fund. Check # 18021 Siemens Mobility, Inc. $6,652.00 Lampson/Tulip St. Is this for a repair of the signal? Removed and installed new traffic signal pole that was knocked down in October. Check # 18183 Kling consulting Group Inc $800.00 Geotech Review 540 Ocean What is this for? This is a third party geotechnical review for 540 Ocean Ave. The cost will be reimbursed by the applicant/contractor. Check # 18206 Rain for Rent $3,669.50 Assisting Old Ranch How are we assisting Old Ranch? Old Ranch Water Well failure, resulting in Seal Beach Water Department bypassing water to save the Golf Course landscaping, per their request, as they would cover cost for service. Placing the intersection of Westminster Ave @Kitts Hwy on flash and resetting to normal operation daily for OC Sanitation District traffic control plan from 9/14-11/19/20. OCSD is paying for this cost out of their Encroachment Permit Fees deposit. Check # 18237 West Marine Products, Inc / We $ 172.41 Bird deterrent Where is this to be used? For use on the lifeguard rescue boat to keep birds off the boat and cover. Please clarify what effect, if any, that the fiscal year has on the signing authority (contract limits) of the City Manager and Department Heads. The effect the fiscal year has on staff’s contract signing authority is with respect to approved projects, services, purchases, programs, etc. approved in the Council-adopted budget, whether by means of a contract, agreement, or purchase order. Our Finance Director, among other operational areas she is assessing in her department as our new Finance Director, has been reviewing our purchasing processes and procedures, best practices, etc. (time permitting given all other priorities). We will come back to Council in the near future to discuss and provide additional clarity.
