A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, A CHARTERED CITY,
ESTABLISHING A COMPENSATION AND BENEFITS
PROGIlAM FOR THE CITY MANAGER OF THE CITY OF
SEAL BEACH AND REPEALING, ON THE EFFECTIVE
DATE SPECIFIED, ALL MOTIONS AND RESOLUTIONS
IN CONFLICT THEREWITH
Section 1. Salary
I
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
The base salary of the City Manager effective the first full pay
period in September 1988 shall be $6,043 per month (five (5)
percent higher than the base salary received by the highest paid
employee under his management and control).
LEAVE TIME
Section 2. Leave Time
A. The City Manager shall earn leave hours in accordance with
paragraph D below.
B. Leave hours may be used for, but not limited to, the
following purposes: vscation, sick leave, bereavement,
personal leave.
C. The City Manager if on authorized leave of absence, without
pay, shall not accrue leave hours during said lesves of
absence.
D. The leave time accrual schedule shall be as follows:

E. Existing sick leave balances which have remained intact and
not converted to leave time, may be utilized for sick leave
purposes only.

.F. Upon termination of employment with the City, all leave
hours will be paid to the City Manager at the City Manager's
base rate of pay.
INSURANCE PROGIlAMS

Section 3. Insurance Programs
A. Health and Dental
The City shall provide, at no cost to the City Manager, a
group hospital, medical and dental insurance plan for the
City Manager and 2 or more dependents.

B. Life Insurance
The City shall provide, at no cost to the City Manager, a
$50,000 life insurance policy, with beneficiary to be named
by the City Manager.

Income Continuation

The City shall provide, at no cost to the City Manager, an
income continuation policy to provide for income
continuation of Sixty-Six and Two-Thirds Percent (66.67%) of
the City Manager.s monthly salary, up to a maximum of Five
Thousand Dollars ($5,000) per month, whichever is lesser.
Said income continuation shall commence on the thirty-first
(3l) day of sickness or other bona fide absence or upon
expiration of sick leave, whichever occurs lster, and
continuing thereafter while the employee is absent from work
for a period of up to age 65.
RETIRED HEALTH PLAN
Section 4.
Retired Health Plan
The City Manager shall have the option upon retirement to
continue participation in the City.s health insurance program at
the employee.s expense. The City Manager after 10 or more years
of continuous employment with the City shall be provided with
individual and eligible dependent health insurance coverage at no
cost to the retiree.
HOLIDAYS

Section 5. Holidays
The City Manager shall be granted the following holidays with
pay:
New Year.s Day (January 1)
Washington.s Birthday (Third Monday in February)
Memorial Day (Last Monday in'May)
Independence Day (July 4)
Labor Day (First Monday in September)
Veteran.s Day (November 11)
Thanksgiving Day (Fourth Thursday in November)
The Calendar Day following Thanksgiving Day
Christmas Day (December 25)
One (l) Floating Holiday*
~ Day for either Christmas Eve or New Year's Eve
A total of loiholidays annually.
*The floating holiday must be taken during the Fiscal
Year. Floating holidays may not be carried forward
into the next Fiscal Year.
RETIREMENT SYSTEM

Section 6. Retirement System
The retirement program provided by the City shall consist of a
depooled PERS plan which includes the following provisions:
A. Section 20024.2
B. Section 20862.9
C. Section 20930.0
One Year Final Compensation
Credit of Unused Sick Leave
Military Service Credit
The City shall pay that portion of the affected employee.s
retirement contribution that is equal to seven percent (7%) of
the affected employees. base salary.

AUTOMOBILES AND MILEAGE
Section 7. Automobiles and Mileage
As determined annually in connection with the adoption of the
annual budget for the City, the City shall either provide an
automobile for the personsl and business use of the City Manager
or provide a monthly automobile allowance of $250.
ADMINISTRATIVE LEAVE

Section 8. Administrative Leave
The C~ty Manager shall be entitled to two (2) days of
administrative leave during each twelve month Fiscal Year.
Administrative leave days may not be carried forward to
succeeding years nor may they be turned in for cash value.
DEFERRED COMPENSATION
Section 9. Deferred Compensation
The City shall contribute the amount of $35.00 per payroll period
into a deferred compensation program for the City Manager.
BE IT FURTHER RESOLVED, that all previous motions and resolutions
establishing Council policy on compensation and benefits for the
City Manager of the City of Seal beach which are in conflict with
the provisions of this resolution are hereby repealed.
