RESOLUTION NO. .!IIi.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, CREATING AN AD HOC
AIRPORT CITIZENS' COMKITTEE.
WHEREAS, the State of California, Department of Transportation,
and other transportation agencies contend that the
transportation needs of Southern California residents
require additional commercial and general aviation
airports in the immediate area of Orange County; and

WHEREAS, the Orange County Airport Coalition has been created to
research possible airport locations snd has included
the Los Alamitos Armed Forces Reserve Army Airfield and
the Seal Beach Naval Weapons Station as possible sites
for future commercial and/or general aviation airports.
NOW, THEREFORE, the City Council of the City of Seal Beach does
hereby resolve that:

The City Council of the City of Seal Beach does
hereby create an Ad Hoc Citizens Committee to be
known as the Ad Hoc Airport Committee.
The Ad Hoc Airport Committee shall consist of five
(5) voting members, one (1) from each Councilmanic
District, appointed by the City Council.
The Ad Hoc Airport Committee shall be charged by
the City Council to:
a. Establish and maintain a continuous liaison
with the Orange County Airport Coalition in order
that the City of Seal Beach may be apprised of its
discussions, actions, studies, and
recommendations.

b. Establish and maintain a continuous liaison
with the cities of Cypress, Stanton, Los Alamitos,
Huntington Beach, and Long Beach, and the
community of Rossmoor in order that the City of
Seal Beach may be apprised of positions taken by
these nearby cities and community.
c. Contact technical experts, organizations and
governmental agencies as determined necessary in
order to obtain information, written reports and
documentation regarding airport studies, CNEL and
SNEL noise levels, and environmental issues
related to the operation and maintenance o~
airports.
d. Provide regular reports to the City Council
and through the City Council to the general public
in order to achieve the highest level possible of
public understanding of airport related issues and
the impact an airport may have on the City of Seal
Beach and its residents.

The Ad Hoc Airport Committee shall select from its
membership a person to chair its meeting, and a
person to record its actions. All actions by the
Committee shall be taken by majority vote of the
five (5) voting members of the Committee. The
Committee shall adopt its own rules of procedure,
but shall abide by the California Government Code
and Seal Beach Charter and City Code open public
meeting and conflict of interest regulations. The
Committee shall not be authorized to expend nor to
encumber City monies. Copies of the minutes of
each meeting and of any written reports or

correspondence of the Committee shall be filed
with the City Clerk.
Section 5.
Tbe Ad Hoc Airport Committee shall continue to
function so long as the Orange County Airport
Coalition shall exist or until dissolved by the
City Council.
