HomeMy WebLinkAboutCC Res 3854 1989-05-01 RESOLUTION NO. .385".1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, CREATING AN AD HOC COMMITTEE ON RETAIL SALES. I WHEREAS, sales tsx revenues to the City of Seal Beach on a per capita basis ranks 27th out of the 28 cities in Orange County; and WHEREAS , sales tax revenues of increased only 2.5% average increase of increase of 8.8%; and the City of Seal Beach in 1987 as compared to the Stste-wide 7.2% and Orsnge County sverage WHEREAS, in 1985 the taxable sales within the City represented only 52% of the estimated purchasing power of the City's residents, or a loss of approximately $110,000,000 in taxable sales and $1,100,000 in sales tax revenues to the City; and WHEREAS, sales tax revenues represent 14% of the City's General Fund revenues. NOW, THEREFORE, the City Council of the City of Seal Beach does hereby resolve that: Section 1. A special effort is needed to determine actions that should be considered to enhance retail sales within the City. I Section 2. The City Council of the City of Seal Beach does hereby creste an Ad Hoc Citizens Committee to be known as the Retail Sales Committee. Section 3. The Ad Hoc Retail Sales Committee shall consist of nine {9} voting members appointed by the City Council. The members of the committee to have particular skills, knowledge or expertise in retail sales, marketing and advertising, retail property management, and/or retail property development. Section 4. The Ad Hoc Retail Sales Committee shall be charged by the City Council to: a. Contact such experts, organizations and governmental agencies as determined necessary in order to obtain information, written reports, and data to enable the Committee to formulate recommendations for City Council consideration which will protect and/or enhance existing retail sales activity and encourage new and/or expanded retail sales activity with the goal of increasing City revenues to support needed community services. I b. Conduct such public hearings, workshops, and seminars as determined necessary in order to obtain information from residents, shoppers and business persons of Seal Beach and to test proposed recommendations. c. Submit a final report and recommendations to the City Council by October 30, 1989. ' Resolution Number .39# Section S. The Ad Roc Retail Sales Committee shall select from its membership a person to chair its meeting, and a person to record its actions. All actions by the Committee shall be taken by majority vote of the fiv, (S) voting members of the Committee. The Committee shall adopt its own rules of procedure, but shall abide by the California Government Code and Seal Beach Charter and City Code open public meeting and conflict of interest regulations. The Committee shall not be authorized to expend nor to encumber City monies. Copies of the minutes of each meeting and of any written reports or correspondence of the Committee shall be filed with the City Clerk. I Section ii. The Ad Roc Retail Sales exist upon acceptance recommendations by the September 30, 1989.
