RESOLUTION NO. ~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH ESTABLISHING FEES, BATES AND
CHARGES FOR GOODS AND SERVICES PROVIDED BY THE
CITY OF SEAL BEACH.
WHEREAS, the City Council is empowered to impose reasonable
fees, rates, and charges for municipal aervices; and

WHEREAS, the City Council has determined that the fees. rates,
and charges ahould cover the costs reasonably borne or
a substantial portion of the actual costs of the goods
and services provided by the City; and
WHEREAS" the City Council has determined that
charges for municipal services do not
costs under the current fee schedules;

NOW, THEREFORE, BE IT RESOLVED. the City Council of the City of
Seal Beach establishes fees, rates and charges as follows:
SECTION 1. Administrative Fees
A. Documents
The following fees are established to reimbuse the City for costs
relative to filling public request for copies of non-confidential
records. codes, brochures, booklets and patent materials not
marked for general distribution.

listed in this section and any other documents, publications and

3. All refuse rates listed above shall be adjusted by the
City Manager on July 1st annually, by the percentage
change in the Consumer Price Index for the Los Angeles
- Long Beach area using June, 1987 as the base year
rounded to the nearest dollar.
C. Returned Check Fee
Any person issuing a bank draft, note or check which is
by a financial institution due to insufficient funds or
account or is otherwise dishonored, shall be charged the
$ 10.00 for processing each such check. Ssid amount

source of that sheet shall be the most current Building
Valuation Data printed in the Building Standards, which is a
bi-monthly publication by the International Conference of
Building Officials, 5360 S. Workman Mill Rosd, Whittier,
CA, 90501.

10. Refunds. If construction has not commenced, a refund of
eighty percent (80%) of the permit fee will be allowed when
permits are cancelled at the request of the permittee. No
permit fee will be refunded for any permit which has
expired. No refund will be made of the plan check fee when
the plan check service has been performed. A refund of 80%
of the plan check fee will be returned if the plan check
service has not been performed.
C. Construction Excise Tax
An excise tax is hereby imposed upon the construction and
occupancy of each residential unit, apartment unit, duplex unit,
bschelor.unit, mobile home park or space, commercial unit and
industrial unit in the City.

Rates for automobiles, buses and motorhomes

3. Annual parking passes entitling the holder to daily
parking in any beach lot, shall be sold to Seal Beach
residents for $40 and non-residents for $60 per year.
4. The City Council and the City Manager may authorize
agreements for beach parking rates in variation to this
resolution.

B. Construction Fees
All construction permits shall be charged a fee of $15.00, plus
the applicable fee listed below:

Street Obstruction/Trash Bins
A $ 10.00 fee ahall be imposed for construction trash boxes,
lumber, and/or building materials temporarily stored in
street right-of-way, etc.
C. Tram Rides
A fee of $ 0.25 is charged for riding the tram in one direction
on the pier. No fee will be charged for Senior Citizens
traveling north on the pier if they show a VIP pass from Ruby's
and a receipt from Ruby's dated that day.

D. Special Trssh Removal
1. A fee of $ 25.00 is charged for special refuse
collection of heavy items including but not limited to:
refrigerators, televisions, stoves, washing machines
and sofas.
2. A fee of $ 20.00 is charged for specisl refuse
collection of light items including, but not limited
to: mattresses, bedsprings, bundled tree trimmings and
branches in excess of four feet.
3. Special refuse collection items not covered by above
categories may be collected at the discretion of the
Director of Public uorks on the basis of sctual cost of
disposal.
E. Transportation Permit Fees
1. A fee of $5.00 is charged for transporting oversized
loads and/or vehicles through City streets.
2. A fee of $20.00 is charged for annual permit to
transport oversized loads and/or vehicles through City
streets.

F. Special Activity Request Application Fees
An application fee shall be charged for Special Activity
Requests per the following schedule:

NOTE: Application fees for certain charitable events, banner
placement requests; and others as determined by the Activity
Events Coordinator may be waived.
G. Filming Permit Fees
1. Film companies shall be charged $400.00 per day for
commercial filming. In addition, film companies shall
be required to reimburse the City for any labor or
material costs associated with the production. as well
as submit proof of insurance.
2. A permit fee of $50.00 shall be imposed for still

B. Senior Center Rental Feea

(3) Competitive Swimming Instruction
For qualified members of the Seal Beach Swim Team
the fee of $ 0.75 per day shall entitle members to
participate in the scheduled competitive
workouts, Monday through Friday, each session to
be approximately I 1/2 hours. Any other qualified
person attending said competitive workouts shall
pay the daily fee set forth in Section 6,C,l,a.

Rental to Groups
a. One lifeguard required for groups of 15 participants or
less, $ 20.00 per hour with minimum of three hours.
b. Group of 16 to 60 participants, $ 30.00 per hour with
minimum of three hours, and an additional $ 15.00 per
hour for each increment of 35 participants, over 60
participants.

3. Use of the Swimming Pool by Commercial Users
Should the pool become available for rental by commercial
users providing instruction in SCUBA diving or similar
instruction the City shall receive an amount equal to twenty
percent (20%) of the gross receipts of said user, providing
that in no case shall the fee be less than forty-five

dollars ($45.00) per hour with a minimum of ninety dollars
($90.00).
D. Recreation Program Fees
The Recreation Director shall establish fees for the various
recreation programs. These fees shall be based on type of
program, number of participants and instructors, officials,
etc., required. When calculating fees, an additional 14.85%
of the fee shall be added for administrative costs.

The following rates shall be in effect for all reservations
made through the Recreation Department Office.

SECTION 7. UNSPECIFIED FEES
Whenever fees are to be charged for services provided by the City
and no method for the calculation is specified through this
Resolution, other City Council resolutions, the Code of the City
of Seal Beach, or other state or federal rulings, such cost shall
be the actual cost, including the proportionate part of the
salaries, wages or other compensation of any deputy or employee,
material and equipment costs and the cost of overhead, 14.85%
percent of the total.

SECTION 8. INCONSISTENT FEE RESOLUTIONS RESCINDED
All provisions of prior City Council resolutions establishing
fees which conflict with the terms hereof are hereby superceded
and rescinded.
SECTION 9. EFFECTIVE DATE
This Resolution shall be effective upon adoption except for any
agreements, contracts, plans and specifications submitted to the
City prior to the date of adoption.
