RESOLUTION NUMBER ~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, AUTHORIZING THE
CITY MANAGER TO EXECUTE AN AGREEMENT, AS A
CONSORTIUM, WITH DESIGNATED MEMBER CITIES OF
THE NORTH WEST GROUP FOR DESIGNATION AS AN
INDEPENDENT SERVICE DELIVERY AREA FOR JOB
TRAINING PROGRAMS
THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES:
WHEREAS, the Job Training Partnership Act (JTPA) and the Family
Economic Security Act were enacted to address the
employment and training needs of disadvantaged youth
and adults facing serious barriers to employment, who
are in special need of such training to obtain
productive employment: and
WHEREAS, the City of Seal Beach and the North West Group of
Cities (ten cities) are committed to address the
specific employment and training needs of its
structurally unemployed disadvantaged population; and

WHEREAS, designation of the City of La Habra on behalf of the
North West Group of Cities as an Independent Service
Delivery Area for Job Training Programs and the
establishment of a Private Industry Council comprised
solely from communities in the North West Group
business, labor, education and community
representatives would enable these communities to
identify local labor force needs and develop programs
to address needs: and
WHEREAS, the City of La Habra as the administering city for the
North West Group has planned and delivered employment
and training services to its residents for the past 17
years: and
WHEREAS, each member city of the North West Group shall execute
an agreement, as a consortium, for designation as an
Independent Service Delivery Area for Job Training
Programs jointly with all member cities and thereby
agree to conform to JTPA law and other requirements set
forth in the application.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Seal Beach that the City Manager is hereby allthorized to execute
an agreement with all member cities, as a consortium, for
designation as an Independent Service Delivery Area for job
training programs pursuant to the Job Training Partnership Act
and the Family Economic Security Act.
