ADUs: Is the exemption for parking within % mile of a bus stop determined by the distance on Google Maps? (Is it a walking distance, not a straight-line distance?). It is a straight-line distance (radius). On page 7, there is a reference to an efficiency unit (Health and Safety Code Section 17958.1). What is the size range of an efficiency unit? Is this the same size as a JADU? The Seal Beach Municipal Code requires an efficiency unit to be at least 150 sf in area. We are proposing to increase that to a minimum of 220 sf for a JADU and cap it at 500 sf max. per State law. The staff report states that "If there is a JADU on the property, either the JADU or the Primary Dwelling shall be occupied by the owner of record." Can a city change this? No. State law says "... The ordinance ... shall do all of the following:... (2) Require owner -occupancy in the single-family residence in which the junior accessory dwelling unit will be permitted. The owner may reside in either the remaining portion of the structure or the newly created junior accessory dwelling unit." Item S. Historical Resources Foundation: Typo: In Section 8: Annual and Special Meetings, subsection (b) Special Meetings: in the last line, "no" should be "not." Thanks for catching that. Should the council members be prepared to nominate someone tonight to serve on this Foundation, or will the city be asking for interested persons to apply? We anticipated that each councilmember would appoint one of the initial Board members. But it is up to the Council as to how they want to handle. Item T. Head -in Parkin Is the rate of citations issued for head -in parking tapering off, or has it remained fairly constant? A similar point in reference for projections (Covid-considered) shows: L January —July 2020: Totaled 1,126 head in parking citations or 208.4 citations monthly. ii. January —July (15t -25th) 2021: Totaled 1,589 head in parking citations or 227 citations monthly. CONCLUSION: Based on the averaging approach of monthly citations issued: b. 2021 is projected to end with 2,724 head in parking citations. 2
