RESOLUTION NUMBER ~~~~
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SEAL BEACH, CALIFORNIA, A CHARTERED CITY,
ESTABLISHING A SALARY AND WAGE SCHEDULE,
AUTHORIZING THE IMPLEMENTATION OF EMPLOYEE
BENEFITS FOR MANAGEMENT, NON-REPRESENTED AND
PART-TIME EMPLOYEES AND REPEALING, ON THE
EFFECTIVE DATES SPECIFIED, ALL RESOLUTIONS IN
CONFLICT THEREWITH
I
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE:
Section 1. Salaries
The salary schedule as shown in Appendix A attached hereto and
made a part hereof for each salary range and/or hourly rate of
pay shall constitute the basic compensation and pay plan for
management and non-represented personnel. The attached salary
schedule A shall become effective August 1, 1986. Appendix B
attached hereto and made a part hereof for each hourly rate of
pay shall constitute the basic compensation and pay plan for
part-time, hourly and seasonal salaries and shall become
effective August 1, 1986.
B.
2. Vacations
All full-time employees who shall have at least one
year's continuous service as a full-time employee
immediately preceding shall be given a vacation of 120
hours with pay each year.
All full-time employees, who shall have at least five
years of continuous service shall be entitled to eight
(8) additional hours of vacation for each year of full-
time continuous service in excess of five years.

Employees of the City considered and/or classified as
provisional employees, or who are hourly, part-time,
and/or seasonal employees shall not be eligible for
paid vacations.

D. Employees who are on authorized leaves of absence
without pay shall not accumulate vacation credits or
pay during said leave of absence.
E. All full-time employees shall only be allowed to accrue
a maximulll of two hundred (200) hours vacation. This
maximum of two hundred (200) hours can only be exceeded
with approval of the department head.

INSURANCE PROGRAMS
Section 3. Insurance Programs
A. Health and Dental
1. The City shall provide for eligible employees a
group hospital, medical and dental insurance plan.
2.
The City shall contribute to the cost of each
medical/dental plan for each eligible employee and
their dependents, up to the following amounts:

-For single employees. . . . . . . . .$115/month.
-For employee and 1 dependent. . . . ..242/month.
-For employee and 2 or more dependents .321/month.
Employees enrolled in the plan are required to pay
any premium amounts in excess of the above City
contribution. Such amounts will be deducted from
the affected employee's payroll check on the first
two pay periods for each month.
4. Part-time, seasonal, provisional and/or hourly
employees shall not be eligible for participation
in this program.
5. No person who is eligible to receive Worker's
Compensation benefits is eligible to receive
benefits from the City's group medical insurance.
6. Full-time employees of the City who have completed
thirty (30) days of uninterrupted service shall be
enrolled in this insurance program on the first
day of the next succeeding month.

7.
Employees who change classification from full-time
to part-time provisional, hourly or seasonal shall
not be eligible for this benefit.
8. City shall not pay premiums for any employee on
leave of absence without pay, who is absent from
regular duties without authorization during the
month and/or for any employee who has terminated
from City employment for any reason. City shall
pay premiums for employees receiving temporary
payments from Worker's Compensation Insurance.
B. Life Insurance
All employees listed in Appendix A as Executive
Management and Direct Staff and Line Assistants,
Confidential and Professional and Technical shall
receive a $50,000 life insurance policy paid by the
City.
C.
Income Continuation
All employees listed in Appendix A shall receive income
continuation policy to provide for income continuation
of 66 2/3% of the employee's monthly salary or $5000,
whichever is the lesser. Said income continuation
shall commence on the thirty-first (31) day of sickness
or other bona fide absence or upon expiration of sick
leave, whichever occurs later, and continuing
thereafter while the employee is absent from work for a
period up to age 65.

Section 4. Retired Health Plan
All employees identified in Appendix A have the option upon
retirement to continue participation in the City's health
insurance program at the employee's expense. Employees with 30
or more years of continuous employment with the City shall be
provided with individual and eligible dependent health insurance
coverage at no cost to the retiree. Sworn police personnel

identified in Appendix A shall be subject to the retired health
plan contained in the Memorandum of Understanding with the Seal
Beach Police Officers' Association.
Section 5. Bereavement Leave
The City agrees to provide three days bereavement leave with pay
for death in the immediate family. The bereavement leave shall
not be chargeable to or acculllulate as sick time. "Immediate
family" is defined as spouse, the father, mother, son, daughter,
brother, sister, grandparents, step-mother, step-father, or
dependent relatives of the employee.

Section 6. Sick Leave
All employees listed in Appendix A shall accrue sick leave at the
rate of eight (8) hours per month.
All executive management personnel shall, upon honorable
termination from the City, be paid for his/her unused sick leave
at the following rates:
After 5 years of service, 25% of unused sick leave.
After 6 years of service, 30% of unused sick leave.
After 7 years of service, 35% of unused sick leave.
After 8 years of service, 40% of unused sick leave.
After 9 years of service, 45% of unused sick leave.
After 10 years of service, 50% of unused sick leave.
Upon honorable termination from City employment, Direct Staff and
Line Assistants, Confidential, Professional and Technical
employees with 10 years of service will be paid twenty-five
percent (25%) of his/her accumulated sick time at his/her hourly
rate.
Any employee listed in Appendix A shall be eligible to cash in
25% of his/her unused sick leave accumulated from August 1, 1986
through July 31, 1987 providing the employee has not used more
than three (3) days of sick leave during that twelve month
period.

Notwithstanding the foregoing, at no time shall any employee
receive a sick leave payoff in excess of $5,000.
Section 7. Holidays
All employees on Appendix A shall be granted the following
holidays with pay:
New Year's Day (January 1)
Washington's Birthday (Third Monday in February)
Memorial Day (Last Monday in May)
Independence Day (July 4)
Labor Day (First Monday in September)
Veteran's Day (November 11)
Thanksgiving Day (Fourth Thursday in November)
The Calendar Day following Thanksgiving Day
One Half Day before Christmas or New Year's
Christmas Day (December 25)
One (1) Floating Holiday*
A total of 10-1/2 holidays annually.
*The floating holiday must be taken during the term of this
agreement. Floating holidays may not be carried forward
beyond the term of this agreement. Floating holidays must
be approved by the department head.

Section 8. Retirement System
The retirement program provided by the City shall consist of a
depooled PERS plan which includes the following provisions:
A. Section 20024.2 One Year final compensation.
B. Section 20862.9 Credit for unused sick leave.
C. Section 20930.3 Military Service Credit.
The City shall pay that portion of the affected employee's
retirement contribution that is equal to seven percent (7%) of
the affected employee's base salary.

Police and Lifeguard personnel listed in Appendix A shall
participate in the 2% at 50 formula plan for Local Safety
Members.
Section
A.
9. Overtime and CallOut Pay
Only employees listed on Appendix A as Confidential,
Professional and Technical are eligible for overtime or
call out pay.

B.
Callout and overtime pay shall be paid at the rate of
time and one-half the hourly rate. Minimum "callout"
time shall be two (2) hours. The City shall pay time
and one-half for overtime.
B. Overtime will be computed by dividing the employee's
regular monthly salary by 173.3 to arrive at an hourly
wage.
D.
Notwithstanding any provision of this paragraph,
employee shall be entitled to select either compensated
overtime or compensatory time off subject to budget
limitations and departmental rules and regulations.

Section 10. Uniform Allowance
Sworn Police personnel listed in Appendix A shall receive an
annual uniform allowance of $500. Clerical staff in Appendix A
assigned to the Police Department shall receive $360 annual
uniform allowance.

Section 11. Move-Up Pay
City agrees that employees assigned, in an acting capacity, to a
higher classification than the employees' present classification
for a period of not less than 120 consecutive working hours shall
be entitled to move-up pay. In addition, employees who are
assigned by the department director in writing to regularly
scheduled acting assignments of less than 120 hours shall also be
entitled to move-up pay. Move-up pay will be retroactive to the
first hour served in the higher classification and shall be paid
at a rate equal to the range of the higher classification.
Minimum move-up pay shall be 5%.
Section 12. Seniority Bonus
Employees who have achieved ten years of uninterrupted employment
with the City shall receive a five percent (5%) increase in base
salary effective on the tenth anniversary of their employment.
Section 13. Automobile and Mileage
Officers and employees of the City utilizing their privately-
owned automobiles for City business on a non-regular basis shall
be entitled to reimbursements for costs incurred at the rate of
twenty cents (20) per mile. The following positions will receive
a monthly automobile allowance of $150 in lieu of the above-
stated mileage reilllbursement: Assistant City Manager, Director
of Public Works/City Engineer, Director of Finance, City Clerk,
Director of Parks and Recreation, Lifeguard Chief and Director of
Development Services.

Section 14. Experience Pay
Effective December 1, 1986, Police Captains with a minimum of
ten (10) years of full-time service as a sworn police officer
with a municipal, county or State police agency meeting
CALIFORNIA POLICE OFFICERS' STANDARDS AND TRAINING COMMISSION
standards or their equivalent, shall be eligible to receive, upon
receipt of an overall satisfactory perforlllance appraisal signed
by the Chief of Police, his designate, or an individual acting in
his capacity, or the City Manager, a five percent (5%) increase
in their base salary. Effective January 1, 1988, eligible
employees with twenty (20) years of full-time service shall
receive a ten percent (10%) increase above their base salary.
New hires shall not become eligible to receive experience pay
until after satisfactory completion of their probationary period.

Section 15. Pager Compensation
The Police Chief and Captains shall receive 8 hours of
compensation per month at an hourly rate equal to their base
salaries.
Section 16. Administrative Leave
All Executive Management personnel shall be entitled to two (2)
days of administrative leave during the twelve month period from
August 1, 1986 through July 31, 1987. Administrative leave days
may not be carried forward to succeeding years nor may they be
turned in for cash value.

Section 17. Limitations
Part-time, hourly, seasonal and/or provisional employees,
contract employees, reserve police personnel and any City
employee who is not employed on a continuous full-time basis
shall not be eligible for benefits stated in this resolution. No
employee who is eligible to receive workmen's compensation is
eligible to receive overlapping benefits (except life insurance)
stated in this resolution. City shall not make any monthly
payments for premiums for any insurance benefit listed in this
resolution, or uniform allowance, supplemental pay of any time
and/or type of bonus on behalf of or to any employee who has been
absent without authorization during said month or for any
employee who has terminated for any reason whatsoever or who is
on leave of absence without payor who is suspended from duties
without pay.
