Background
Prior to preparation of draft Housing Element
• Joint CC / PC Study Session held on March 8, 2021
• City's Housing Element Ad Hoc Committee met on April 5, 2021
and April 27, 2021 to provide guidance on the development of
the draft Housing Element, including potential future housing
opportunity sites to include in the Housing Element

Plan since 1969

RHNA Summary
Planning target, not a construction quota
Sites inventory must accommodate the RHNA
Lower-income need can be accommodated through:
■ Multi -family residential zoning (20-30 units/acre)
■ Mixed-use zoning (20-30 units/acre)
■ Accessory dwelling units (ADUs)
• If sites inventory does not accommodate the RHNA, rezoning is
required
■ City has three years to rezone (includes CEQA and public hearings)

Seal Beach has insufficient residentially zoned cites to accommodate
the RHNA
City must identify candidate sites to rezone to allow residential
development (residential or mixed-use)
In conjunction with the Housing Element Ad Hoc Committee, sufficient
sites have been identified to accommodate the RHNA plus a ± 20
percent buffer as recommended by the State and City staff
Determining adequate sites to accommodate the RHNA was aifficuit
■ Candidate sites were selected throughout the City, with sites in each Council
District

Inclusion of a site in the Housing Element does NOT approve future
residential development; there are NO development projects
associated with adoption of the Housing Element
■ Rather, later adoption of the Housing Element (late 2021/early 2022 through public
hearings before the Planning Commission and City Council) commits the City to rezone the
sites to allow residential uses
■ After adoption of Housing Element, City has three years to complete rezones (subject to
CEQA analysis and public hearings)
■ City must only rezone sites sufficient to meet RHNA (could choose not to rezone "buffer"
units beyond the RHNA)
■ Even after rezoning, future development applications would still be subject to City
approvals and CEQA analysis

Recommended Action
That the City Council authorize staff to submit the draft
Housing Element to HCD for review
• Once submitted, HCD has 60 days to review and comment on the
draft document
• Per the schedule, the staff team will revise the draft document, as
appropriate, to address HCD comments then schedule public
hearings before the Planning Commission and City Council to
consider the final Housing Element for adoption
