RECREATION & PARKS COMMISSION AGENDA INFORMATION SHEET The following is a brief explanation of the Recreation & Parks Commission agenda structure: AGENDA APPROVAL: The Recreation & Parks Commission may wish to change the order of the items on the agenda. PUBLIC COMMUNICATIONS: Members of the public may submit comments on any item on this Recreation & Parks Commission meeting agenda via email to the City Clerk at gharper@sealbeachca.gov or via the comment icon through the online portal at https://www.sealbeachca.gov/Government/Agendas-Notices-Meeting-Videos/Council-Commission- Meetings.Those members of the public wishing to call in to comment are asked to send contact information, including phone number to the City Clerk at gharper@sealbeachca.gov, no later than 4:30pm on September 22, 2021 to receive instructions on how to join the meeting. All email comments the City Clerk receives before the start of the meeting will be posted on the City website and distributed to Commission. Email comments received after that time will be posted on the City website and forwarded to the Commission after the meeting. Any documents for review should be sent to the City Clerk prior to the meeting for distribution. CONSENT CALENDAR: Consent Calendar items are considered routine items that normally do not require separate consideration. The Recreation & Parks Commission may make one motion for approval of all the items listed on the Consent Calendar. SCHEDULED MATTERS: These items are considered by the Recreation & Parks Commission separately and require separate motions. These transactions are considered administrative and public testimony is not heard. STAFF CONCERNS: Updates and reports from the Director of Community Development and Community Services/Recreation or the Recreation Manager are presented for information to the Recreation & Parks Commission and the public. COMMISSION CONCERNS: Items of concern are presented by the Recreation & Parks Commissioners and discussed with staff. NOTICE REGARDING PUBLIC OBSERVATION AND PARTICIPATION IN THE RECREATION AND PARKS COMMISSION MEETING To comply with Governor Newsom's Executive Order N-29-20 and the Amended Order and Guidance of the Orange County Health Officer issued March 18, 2020 the City of Seal Beach hereby gives notice of the "means by which members of the public may observe the meeting and offer public comment" for the Recreation and Parks Commission meeting on September 22, 2021. Due to the need for social distancing and the prohibition on public gatherings set forth in the County Health Officer's Order, all participation in the above -referenced meeting will be by teleconference for the Commission Members and staff only. Because of the unique nature of the emergency there will NOT be a physical meeting location and all public participation will be electronic. NEXT MEETING: Wednesday, October 27, 2021 COMMISSION STAFF REPORT DATE: September 22, 2021 TO: Honorable Chairperson and Commission Members FROM: Tim Kelsey, Recreation Manager SUBJECT: Dog Park at Zoeter Park SUMMARY OF REQUEST: That the Recreation and Parks Commission discuss and provide feedback to staff regarding the installation of a pop-up dog park at Zoeter Park. BACKGROUND: On January 22, 2020, the Recreation and Parks Commission discussed the addition of a dog park to the City's park system. At the time of the discussion, the two areas were identified by the Commission as having the most potential: 1. Zoeter Park at the corner of 12th and Landing and 2. Marina Park at the corner of 1 sl Street and Marina Drive. At the time, the addition of a dog park at Zoeter was the most desirable location. Over the past year, staff internally discussed the best options to make the desired location a reality. Through discussions, staff came up with the concept of a pop-up dog park. The park would have the same features as a permanent dog park; however, the fencing would be temporary in nature and could be removed at a later date. One of the advantages to a pop-up dog park is that it would allow the City to gauge the success and challenges without making a permanent change to the park itself. If the park is successful, the City would have the option to extend the time that the park is set up or seek to invest in transitioning the dog park into a permanent structure. If the park is unsuccessful, the City can choose to remove the fencing and restore the park to its current form. Staff is recommending that the City make a 2 -month commitment to the pop-up dog park at Zoeter. This would allow enough time to assess successes and failures. Staff will also create a method for residents to report findings regarding the park and create a community survey to be released during this 2 -month commitment period. The results of this survey will be reported to the Commission once data has been collected and compiled. The physical setup of the pop-up dog park will match what was discussed by the Commission. The layout of the park will run parallel to the outfield fence as seen Page 2 in the attached picture. The City will provide bags for users to cleanup after their dogs and all the current park maintenance practices will remain in place during the 2 -month commitment. As the City already has a dog park at Arbor Park, the same rules will apply to this park. RECOMMENDATION: That the Recreation and Parks Commission discuss and provide feedback to staff regarding the installation of a pop-up dog park at Zoeter Park. ATTACHMENTS: A.
