NOTICE REGARDING PUBLIC OBSERVATION AND PARTICIPATION IN THE
SPECIAL MEETING OF CITY COUNCIL
Pursuant to Government Code section 54953(e), a proclaimed state of emergency and
recommended State and County measures to promote social distancing remain in
effect. Due to the continuing need for social distancing and guidance regarding public
gatherings during the COVID-19 public health emergency, all participation in the above -
referenced Meeting will be by teleconference for Members of the City Council and staff.
Because of the unique nature of the emergency there will NOT be a physical meeting
location and all public participation will be electronic. The City will continue to review
these measures and determine whether meeting in person would continue to present
imminent risks to the health or safety of attendees.
PUBLIC COMMENT: Members of the public may submit comments on any item on this
City Council Special meeting agenda via email to the City Clerk at
gharper@sealbeachca.gov or via the comment icon through the online portal at
https://www.sealbeachca.gov/Government/Agendas-Notices-Meeting-Videos/Council-

Bio for Mechelle Lawrence Adams
During the last 18 years working for the Mission Preservation Foundation and
Diocese of Orange, Ms. Lawrence Adams has led the effort to raise over $10
million dollars to carry out such projects as the preservation of the Serra Chapel,
historic South Wing, West Wing Building, Mission art and artifact collection, and
most the $3.3 million Gate House Preservation Project which included the
rehabilitation of the original 1919 ticket booth and construction of a new visitors'
center and Mission store.
Early on she envisioned the benefit of constructing a Mission store and spent
nearly 8 years working on its design, meaning and economic benefit to support the
Mission. As a former city planner she was instrumental in leading the project
through the local city process for its approvals. With the Mission Preservation
Foundation's support and investment, the Gate House Project generated pre-
Covid over $1.7 million annually to support the landmark and has been a success
since its opening day in 2013.
Under her direction, the education programs have been greatly redesigned and
expanded to include a six language award winning audio tour featuring the voices
of locals telling the history of the Mission and San Juan Capistrano; along with a
special audio tour designed just for children in two languages.
Under her tenure, the Mission has transformed its education efforts to include a
robust education program now staffing several of its own instructors as well as
instituting strong community partnerships with such entities as the Discovery
Science Center, Ocean Institute and Journeys to the Past to serve as many as
73,000 teachers in a single year, students and chaperones studying early
California history in a single year. During the pandemic, she and her team
designed digital on site live tours serving 28,000 virtual students.
Never losing sight of her roots as an Orange County child to a single parent, Ms.
Lawrence Adams initiated a student scholarship program that has to date raised
over hundreds of thousands of dollars since 2006 to provide over 60,000 low-
income fourth grade students with free education tours, classes, and hands on
learning at the Mission.
As a committed preservationist, she recruited and developed a professional staff
for all areas of the Mission and developed a preservation and museum
department. For instance, the Mission museum staff which she recruited has to
date inventoried thousands of art, artifacts, and collectibles, as well as resulted in
getting over 33 historic paintings conserved by private donors. Much of the daily
on site preservation work is also overseen and carried out by professional
conservator staff now part of the organizational structure for the Mission.
While all efforts have focused on protecting and enhancing the religious and
historic significance of the site through preservation and education programs, it
was Ms. Lawrence Adams who recognized the unique meaning of the Mission to
cancer -sufferers and has led the messaging of the Mission as a place of inspiration
to them in honor of St. Peregrine.
Ms. Lawrence Adams was awarded the University of Redlands' Business School's
Top Alumni Award, the Orange County Business Journal's Outstanding Business
Women's award nomination, National Preservation Medal from the Daughters of
the American Revolution, and OC Metro's Top 25 award. Under her tenure, the
Mission received the Nation's best interpretive audio tour award as well as the
Tabasco Company's top community cookbook for the Mission Cookbook which
since its initial printing has raised over $320,000 for preservation efforts. Finally,
within a year of opening the Mission Store was named San Juan Capistrano's
Business of the Year, as well as one of Orange County's Top 100 workplaces.
Mechelle has authored and/or led the development of many successful Mission
publications including the latest, Finding Inspiration: the Gardens at Mission San
Juan Capistrano, the Mission cookbook, Commemorative Guide, and Treasures.-

Most recently and perhaps significantly during the pandemic, which forced the
closure of the Mission for the first time in hundred years twice for five months, she
led the charge in restructuring the entity, raising several millions of dollars, fighting
for funding and programming to remain open despite devastating impacts to
operations and funding caused by the pandemic. Working her dynamic team, they
have led the rebound and recovery of the landmark developing new priorities,
programs and services while still recharting a successful day to day course of
operations.
Ms. Lawrence Adams holds a Bachelor of Arts in Political Science from California
State University Fullerton and a Master of Arts in Management from the University
of Redlands. Prior to coming to the Mission San Juan Capistrano, she worked for
the several cities as a city planner working in community, economic development,
recreation, and preservation positions. She sits on several boards including the
Orange County Historical Commission and formerly the City of San Juan
Capistrano's Cultural Heritage Commission as Chair.
Mechelle was raised in Seal Beach and recently returned after a 30 year absence
to live in Old Town Seal Beach with her husband Joe Adams and their young son.
She is the proud and beaming mother of two adult children, a city planner and
costume designer.

My name is Rick Foster and I am long time resident of Seal Beach with 5 generations of my family living
in Orange County. History and especially California history is a passion of mine. As a member of the
California Historical Society and a former history writer and journalist, I had a small syndicated column
with nearly 1 million in circulation throughout Southern California. I have written about local history
and the Adobe structures in and around Southern California and have a particular admiration for our
Red Car here in Seal Beach as featured in the Sun News 8/12/21 and OC Breeze. I also have a YouTube
channel, Rick Uncorked, where I discuss the history of wine making and wine tasting as a way to
promote California's wine industry and agriculture.
I am a Seal Beach Lions member and have been tasked with the custodianship of the Red Car. In this
role, I helped organize volunteers to keep the Red Car and the Blue House clean and in good condition. I
have enlisted volunteers, Chase Bank and other local businesses to help in this project for the
preservation of Seal Beach's Red Car and Blue House. My efforts have even garnered attention on an
international level, as the interest in the Red Car and Seal Beach is global.
I am currently being considered as a committee member of SAG-AFTRA National Government Affairs
that is responsible for promoting the history of film making in California and working with the Teamsters
film crew union to promote suitable film locations in Orange County.
I feel I would be a good fit for the Seal Beach Historical Resources Foundation with my knowledge and
expertise. It would be a great honor to be a part of this foundation and thank you for your
consideration.

university level and has proven administrative and management leadership experience, specifically in staff

of district, county and state and overseas organizations as well as private and community entities, Previously,
Mr. Gibbons was Consultant for History -Social Science in the Division of Curriculum and Instructional
Services for the Los Angeles County Office of Education, serving 81 public school districts with a 1.5 million
student population and over 70,000 certificated staff members.
Previous projects Mr. Gibbons was involved in include: President of the third largest social science

The basic goal of education is to help each student acquire the tools of learning in our ever changing
society - reading, speaking, oral and written language, mathematics, social skills - in such a way that the
student experiences a joy of learning, is able to use these tools to learn and has the desire to further their
learning. The role of the teacher is to instill a desire to learn in the child.
Each individual student has their own learning style, interests, belief and value system, and their own set
of goals and objectives. The teacher's role is to help students set appropriate goals and encourage

Linda Stauffer
A brief background of my experience and/or education that qualify me for an appointment to the
Historic Resources Foundation:
I was born in Long Beach and have lived in this area my entire life. I have great memories of growing up
here and have been fascinated with those unique things that make Seal Beach so special. I remember
hearing my mother talk about how frightening the 1933 earthquake was and how her home was thrown
off its foundation. I rode the red car into Los Angeles with my mother although, truth be told, I was too
young to remember the experience. Still, I've always had a fondness for Red Cars. I spent hours on the
sands of Seal Beach every chance I got during summer breaks from school. It has always been my dream
to live in Seal Beach and finally my family found our perfect home in Bridgeport.
I am a retired middle school administrator and elementary school teacher. I worked for Long Beach
Unified School District for 33 years. I have a BA in History from CSULB as well as a Master's Degree in
Educational Administration. In the course of my career (teacher, program facilitator, assistant principal),
I gained many skills that will give me insight into requirements to be a director on the Board.
• Presenting accurate information in interesting, logical ways appealing to different processing
styles
• Excellent speaking and writing skills, including inservice presentations and monthly school
newsletters as well as grant -writing and state- required documents
• in charge of $500,000 annual budgets from state and federal sources

Formation of Seal Beach Historic Resources Foundation
SEAL BEACH, CA. — The City of Seal Beach City Council at its July 26, 2021 meeting
approved the Articles of Incorporation and Initial Bylaws for the inception of the Seal
Beach Historic Resources Foundation.
It is anticipated that the Foundation would own and maintain historic resources, such as
the Blue House and Red Car, for Seal Beach, making them available for public viewing
and educational programs. Private philanthropy would support the operations of the
Foundation, although the City and other organizations could provide grant funds and "in-
kind" services. This arrangement will benefit the City and its residents by creating an
entity to own, insure, and maintain the historic resources, with a tax exempt status to
help with fundraising.
Under the proposed Bylaws, the City Council will appoint the first five (5) members of

Board members will be required to be actively involved with administrative tasks,
fundraising; and, the program and mission work of the foundation. To this end, effective
strategic involvement and planning will be instrumental in laying the groundwork and
fulfilling the purpose and goal of the foundation. Those interested must be 18 years old
of age or older to be nominated or elected to serve as a Director. The Directors
preferably should have experience with historic preservation, fundraising, non-profit
management or education. Directors need not be residents of the city of Seal Beach.
Directors may not be City of Seal Beach elected officials or City employees or
individuals related by blood or marriage to another Director.

am a seasoned Seal Beach board member having served on the board of the
Seal Beach Chamber of Commerce for 4 years. Also, I am the co-chair of the Seal Beach
Classic Car Show for the last 5 years as well the chairman for the 151 annual Seal Beach
Vintage Car Cruise. In addition to the above I have been an active resident of Seal Beach
for 25+ years. E look forward to continuing my support to Seal Beach by supporting and
building a new Historical venue for our community.
