HomeMy WebLinkAboutCC Res 3662 1987-01-12 RESOLUTION NUMBER .!1".z A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING THE POSITION CLASSIFICATION PLAN TO INCLUDE THE POSITION OF SECRETARY TO THE POLICE CHIEF AND PERSONNEL ASSISTANT WHEREAS, on November 22, Resolution Number Classification Plan 1982, 3227 for the the City Council adopted adopting a Position City of Seal Beach; and I THE CITY COUNCIL OF THE CITY OF SEAL BEACH HEREBY RESOLVES: WHEREAS, a new position classification for Secretary to the Police Chief and Personnel Assistant has been prepared and approved by the Civil Service Board at their meeting of December 4, 1986. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal Beach does hereby amend the Position Classification Plan to include a Position Classification of Secretary to the Police Chief and Personnel Assistant, attached hereto as Exhibits A and B respectively. Resolution Number ~~~ DEFINITION PERSONNEL ASSISTANT I Under the direction of the Personnel Officer, performs a variety of responsible clerical, technical and administrative duties and general office work and other related duties as required. Duties involve matters of a confidential nature. Also provides related clerical assistance to the Office of the City Manager. TYPICAL TASKS Receives visitors and calls requesting information concerning personnel matters. Types from a rough draft utilizing modern word processing techniques. Arranges meetings. Assists in the administration of compensation and fringe benefit prograllls for City elllployees i.e.: medical and dental insurance, life insurance, long-term disability insurance, workers' compensation claims. Assists in recruitment process for new elllployees including advertising, screening of applicants, testing, coordination of the interview process and follow-up correspondence with prospective candidates. Composes routine correspondence and completes surveys and questionnaires. Requisitions and maintains office supplies. Maintains confidential files. Prepares department payroll. May assist in the preparation of City Council Agenda and Minutes. EMPLOYMENT STANDARDS Education: Experience: Knowledge and Abilities: I Graduation from High School or possession of a G.E.D. Two years of increasingly responsible clerical work, six months of which include working in one or more of the technical areas of a personnel program (i.e., pay plans, performance evaluation, employee benefits, elllployee training, safety programs and personnel rules and regulations). Knowledge of modern office management, personnel procedures; ability to establish and maintain harmonious and effective working relationships with officials and fellow workersj ability to work under pressurej ability to maintain confidential mattersj ability to type accurately from a clear copy at a rate of 50 words per minutej ability to use modern word processing equipmentj ability to spell and use proper English and to make accurate corrections. I DEFINITION SECRETARY TO THE POLICE CHIEF Under the direction of the Chief of Police performs a variety of responsible clerical and general office work and other related work as required. Duties involve independent decision-making, public contact and matters of a confidential nature. TYPICAL TASKS As secretary to and office supervisor for Chief of Police, performs or supervises the performance of the following tasks: receives and assists visitors; receives calls, screens inquiriesj assists or refers the most difficult complaints to the appropriate department personnelj takes and transcribes dictation; types from a rough draftj composes correspondencej maintains control on matters referred to the Chief of Police by the City Managerj maintains filesj maintains office suppliesj prepares department payroll reportsj prepares legal documents for .transmittal to various governmental agencies. EMPLOYMENT STANDARDS I Education: Experience: " Knowledge and Abili ties: I Graduation from High School or possession of a G.E.D. Three years of increasingly responsible secretarial work one year of which was in an office that functions as part of the criminal justice system. Experience as a paralegal assistant is desirable. Knowledge of modern office management, procedures, policies, equipment and suppliesj ability to establish and maintain harmonious effective working relationships with officials, fellow workers and public; ability to maintain confidential mattersj knowledge of and ability to work with statutes, forms and procedures common to the criminal justice systemj ability to take dictation a rate of 90 words per minute; ability to type accurately at a speed of 60 words per minutej ability to use modern word processing equipmentj ability to spell and use proper English.
