the Secretary of the Interior has recently promulgated his
proposed five year Outer Continental Shelf Oil Leasing
Program covering the period from mid 1987 to mid 1992; and
the proposed pr09ram calls for two separate lease sales in
Southern California during those five years; and
one such area is an area extending from Long Beach to
Laguna Beach; and
the City of Seal Beach is seriously concerned about the
potential for ne9ative environmental and economic impacts
resulting from oil exploration and drilling alon9 the Orange
County coastline; and
the five year plan offers only minimal protection for the
Orange County coastline in that it anticipates leasing of
all tracts offshore Orange County except for those within
a three mile federal buffer zone; and
the City of Seal Beach recognizes the lon~ term need for
the United States of America to become more self sufficient
in the development of energy resources including oil, but
that energy resource development should be accomplished with
the least adverse environmental impacts and in the least
environmentally sensitive areas; and
the City of Seal Beach wishes to demonstrate an expression
of concern about the proposed five year Outer Continental
Shelf Leasing Program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Seal
Beach does hereby call for reevaluation of the proposed five year plan
to exclude environmentally sensitive areas, including those along the
Orange County coastl i ne..
